HomeMy WebLinkAbout2026-66 - Purchase of a Tractor Loader for Engineering & Public Works Parks Division RESOLUTION NO. 2026 - 66 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, 1) WAIVING THE FORMAL BID PROCESS PURSUANT TO NATIONAL CITY MUNICIPAL CODE SECTION 2.60.260 REGARDING COOPERATIVE PURCHASING AND AUTHORIZING THE CITY TO PIGGYBACK ONTO SOURCEWELL CONTRACT # 011723-CNH WITH SONSRAY MACHINERY FOR THE PURCHASE OF A 2026 CASE CONSTRUCTION 570N TRACTOR LOADER IN A NOT-TO-EXCEED AMOUNT OF $154,000 FOR THE PUBLIC WORKS PARKS DIVISION; AND 2) AUTHORIZING THE CITY MANAGER TO APPROVE ADJUSTMENTS OF UP TO $15,400 TO THE NOT-TO-EXCEED AMOUNT AS A 10% CONTINGENCY FOR UNFORESEEN FLUCTUATIONS IN PRICING. WHEREAS, the Public Works Parks Division utilizes a utility tractor to assist with parks maintenance, tree removals, and weed abatement on vacant lots citywide, which has exceeded its useful life of fifteen years and is scheduled to be replaced; and WHEREAS, the City of National City has an opportunity to piggyback onto the Sourcewell Contract # 011723-CNH with Sonsray Machinery to allow for the purchase of a new tractor, the Case Construction 2026 570N EP tractor loader; and WHEREAS, Section 2.60.260 of the National City Municipal Code provides that the City may buy directly from a vendor at a price established through competitive bidding by another public agency whose procedures have been determined to be in substantial compliance with the City's procurement procedures, and such a determination has been made in this case, therefore, it is recommended that the purchase be made without complying with the competitive bidding procedure set forth in the Municipal Code; and WHEREAS, National City's Purchasing staff has confirmed that the Sourcewell Contract # 011723-CNH with Sonsray Machinery was competitively bid through a Request for Proposals process, and that the Sourcewell procurement procedures are in substantial compliance with those of National City; and WHEREAS, on September 2, 2025, the City Council previously authorized, via Resolution No. 2025-106, the purchase of a new tractor in a not-to-exceed amount of$128,000, but the City was unable to complete that purchase due to a pricing change; and WHEREAS, City staff recommends adoption of the resolution as stated, superseding the prior tractor purchase authorization. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: That the City Council hereby authorizes waiving the formal bid process pursuant to National City Municipal Code Section 2.60.260 regarding cooperative purchasing and authorizes the City to piggyback onto Sourcewell Contract # 011723-CNH with Sonsray Machinery to allow for the purchase of a 2026 Case Construction 570N tractor loader in a not-to- exceed amount of $154,000 for the Public Works Parks Division, superseding the prior tractor purchase authorized via Resolution 2025-106. Section 2: That the City Council hereby authorizes the City Manager to approve adjustments of up to $15,400 to the not-to-exceed amount as a 10% contingency for unforeseen fluctuations in pricing. Section 3: That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions.
