RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
EXPRESSING SUPPORT FOR THE PLAZA BOULEVARD AND PARADISE VALLEY ROAD
PEDESTRIAN AND BICYCLE CONNECTIONS PROJECT AND AUTHORIZING SUBMITTAL
OF AN APPLICATION FOR ACTIVE TRANSPORTATION PROGRAM CYCLE 8 GRANT
FUNDING FOR THE PROJECT.
WHEREAS, the City of National City ("City") continuously seeks grant funding for projects
that make walking and bicycling safer and more convenient throughout the City, while improving
access to key destinations for residents of all ages and abilities; and
WHEREAS, the California Active Transportation Program ("ATP"), under the purview of
the California Transportation Commission ("CTC"), is one of the State's primary competitive
funding sources for bicycle, pedestrian, and other active transportation projects, aiming to
increase active transportation use, improve safety and mobility for nonmotorized users, enhance
public health, and ensure that disadvantaged communities benefit from transportation
investments; and
WHEREAS, the current ATP Cycle 8 call for projects is open, with statewide and small
urban/rural applications due June 22, 2026; and
WHEREAS, the proposed Plaza Boulevard and Paradise Valley Road Pedestrian and
Bicycle Connections Project ("Project") will construct safe bicycle and pedestrian facilities on the
east end of the City along the Paradise Valley Road and Plaza Boulevard corridor between Munda
Road and Harbison Avenue to close a mobility gap and create critical connections between the
east side of National City and the City of San Diego; and
WHEREAS, the proposed improvements include a two-way Class I bike path along the
north side of Paradise Valley Road from approximately Munda Road to East 8th Street; one-way
Class IV bikeways from East 8th Street to Harbison Avenue; a new pedestrian crossing and traffic
signal at the Plaza Boulevard and Olive Avenue intersection; ADA-accessible pedestrian ramps
at intersections and driveways along the route; bicycle and pedestrian crossing improvements at
traffic signals along the route; and LED streetlights; and
WHEREAS, the Project is consistent with regional and local plans to expand active
transportation infrastructure and support sustainable mobility; and
WHEREAS, ATP Cycle 8 places a strong emphasis on community engagement, making
public support and an authorized application submittal essential for competitiveness at both the
statewide and local levels; and
WHEREAS, the City intends to submit an ATP Cycle 8 application to secure funding for
the Project's design and construction, and the application will benefit from City Council support
for the Project, strengthening the funding application and demonstrating the City's commitment to
Project implementation, which is important for success in this competitive funding process.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby supports the Plaza Boulevard and Paradise
Valley Road Pedestrian and Bicycle Connections Project.
Section 2: That the City Council hereby authorizes staff to submit a grant application
to the California Department of Transportation, through the California Transportation
Commission, for Active Transportation Program Cycle 8 funding for the Plaza Boulevard and
Paradise Valley Road Pedestrian and Bicycle Connections Project.
Section 3: That, if a grant award is made, the City of National City commits to
implement the project in accordance with program requirements.
Section 4: That the City Council hereby authorizes the City Manager or designee to
execute all necessary documents and take any actions required to apply for the grant.
Section 5: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
