RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
EXPRESSING SUPPORT FOR THE 8TH STREET CLASS I BICYCLE FACILITY GAP
CLOSURE PROJECT AND AUTHORIZING SUBMITTAL OF AN APPLICATION FOR ACTIVE
TRANSPORTATION PROGRAM CYCLE 8 GRANT FUNDING FOR THE PROJECT.
WHEREAS, the City of National City ("City") continuously seeks grant funding for projects
that make walking and bicycling safer and more convenient throughout the City, while improving
access to key destinations for residents of all ages and abilities; and
WHEREAS, the California Active Transportation Program ("ATP"), under the purview of
the California Transportation Commission ("CTC"), is one of the State's primary competitive
funding sources for bicycle, pedestrian, and other active transportation projects, aiming to
increase active transportation use, improve safety and mobility for nonmotorized users, enhance
public health, and ensure that disadvantaged communities benefit from transportation
investments; and
WHEREAS, the current ATP Cycle 8 call for projects is open, with statewide and small
urban/rural applications due June 22, 2026; and
WHEREAS, the proposed 8th Street Class I Bicycle Facility Gap Closure Project
("Project")will construct a separated two-way bicycle path from the 8th Street and 1-5 on/off-ramp
intersection to the 8th Street Transit Center driveway to close a critical gap between existing Class
I bicycle facilities on Harbor Drive and 8th Street, which will strengthen multimodal connectivity
by linking key destinations—including transit facilities, employment centers, and community
resources—while enhancing safety for both bicyclists and pedestrians; and
WHEREAS, the Project is consistent with regional and local plans to expand active
transportation infrastructure and support sustainable mobility; and
WHEREAS, ATP Cycle 8 places a strong emphasis on community engagement, making
public support and an authorized application submittal essential for competitiveness at both the
statewide and local levels; and
WHEREAS, the City intends to submit an ATP Cycle 8 application to secure funding for
the Project's design and construction, and the application will benefit from City Council support
for the Project, strengthening the funding application and demonstrating the City's commitment to
Project implementation, which is important for success in this competitive funding process.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby supports the 8th Street Class I Bicycle Facility
Gap Closure Project.
Section 2: That the City Council hereby authorizes staff to submit a grant application
to the California Department of Transportation, through the California Transportation
Commission, for Active Transportation Program Cycle 8 funding for the 8th Street Class I Bicycle
Facility Gap Closure Project.
Section 3: That, if a grant award is made, the City of National City commits to
implement the project in accordance with program requirements.
Section 4: That the City Council hereby authorizes the City Manager or designee to
execute all necessary documents and take any actions required to apply for the grant.
Section 5: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
