RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
ESTABLISHING RESIDENTIAL PARKING PERMIT DISTRICT "P" ON THE WEST SIDE OF
THE 1400 BLOCK OF F AVENUE (TSC 2026-03).
WHEREAS, on August 23, 1994, the City Council of the City of National City ("City")
adopted Resolution No. 94-122 approving a Residential Permit Parking Program policy, City
Council Policy No. 710 (the "Program"), rescinding and superseding the prior policy adopted on
June 19, 1984 by Resolution No. 14,357; and
WHEREAS, as required by the Program, a signed petition was submitted to the City by
residents of F Avenue requesting that the City establish a Residential Parking Permit District
("Parking District") on the west side of the 1400 block of F Avenue due to the apartments that are
located on the east side of F Avenue causing significant parking impacts; and
WHEREAS, establishing a Residential Parking Permit District is a potential solution for
the parking issues since it would allow residents living in the area to park their vehicles in front of
their houses; and
WHEREAS, the City's Neighborhood Services Division's parking enforcement officers
performed license plate surveys of vehicles parked in the proposed Parking District over a two-
week period; and
WHEREAS, data showed that, on six of the twelve days of the parking survey period,
seventy percent (70%) or more of the available on-street parking was occupied by commuter
vehicles; and
WHEREAS, this item was presented to the Traffic Safety Committee on May 13, 2026;
and
WHEREAS, staff sent notices to the adjacent properties inviting them to attend the Traffic
Safety Committee Meeting and/or to contact staff with any questions; and
WHEREAS, staff presented this item to the Traffic Safety Committee and, after discussion,
the Traffic Safety Committee voted to approve staff's recommendation to establish Residential
Parking Permit District"P" on the west side of the 1400 block of F Avenue; and
WHEREAS, City staff published and posted notice of a public hearing as required by the
Program and, at its regular meeting of June 16, 2026, the City Council held a public hearing to
consider the establishment of Residential Parking Permit District"P"and received and considered
oral and documentary evidence regarding the matter; and
WHEREAS, if approved by the City Council, all work will be performed by City Public
Works.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby authorizes the establishment of a Residential
Parking Permit District"P" on the west side of the 1400 block of F Avenue, as depicted in Exhibit
A to the Agenda Report, and directs the City Engineer to cause the appropriate signage of the
district as required by City Council Policy No. 710.
Section 2: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
