HomeMy WebLinkAbout2026-77 - City Attorney Employment Agreement RESOLUTION NO. 2026 - 77 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, APPOINTING HEIDI SKINNER AS CITY ATTORNEY AND AUTHORIZING THE MAYOR TO EXECUTE AN EMPLOYMENT AGREEMENT BETWEEN THE CITY OF NATIONAL CITY AND HEIDI SKINNER EFFECTIVE JUNE 17, 2026. WHEREAS, the employment agreement with City Attorney Barry Schultz expired on December 31, 2025; and WHEREAS, the City of National City commenced the recruitment process to fill the City Attorney position but, on February 3, 2026, the City Council selected Heidi Skinner to be the Interim City Attorney and fill the position on an interim basis until such time as a permanent appointment is made; and WHEREAS, following the completion of the recruitment process, the City Council has selected Heidi Skinner to be the City Attorney. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: Heidi Skinner is hereby appointed to the position of City Attorney of the City of National City, effective June 17, 2026. Section 2: In consideration of Ms. Skinner's acceptance of the appointment as City Attorney for the City of National City, the City Council hereby approves the following employment terms and conditions: A. Commencement of Employment June 17, 2026 is hereby designated as the date of commencement of Ms. Skinner's duties to serve as City Attorney. B. Salary/Compensation The base salary to be paid to Ms. Skinner for her services as City Attorney shall be $265,000.00 annually with a 4% annual increase after years 1 and 2 upon satisfactory annual evaluations. In addition, Ms. Skinner will receive $750.00 per month for vehicle allowance payable in accordance with the City's customary payroll practices. C. Benefits In addition to base salary, Ms. Skinner shall receive such other benefits as are provided to the Executive Group of the City, including holidays, vacation leave, executive leave, sick leave, and insurance and retirement benefits. Further, she will receive an annual City contribution of $7,500 to a deferred compensation account and a one-time credit of 40 sick leave hours and 40 vacation leave hours. D. Reimbursable Expenses City payment or reimbursement for professional dues and subscriptions, professional travel and training, state bar dues, reasonable job-related business expenses, local civic organization dues, and City-provided equipment necessary to perform the position. E. Severance If terminated by the City other than for cause, the City Attorney will receive severance equal to one year's base salary, continued City healthcare contribution for one year subject to the Executive employee contribution cap, and payout of accrued sick and vacation leave, as provided in the Agreement. Section 3: The Mayor is hereby authorized to execute an Employment Agreement between the City of National City and Heidi Skinner, attached to the Agenda Report as Exhibit A, as City Attorney with an initial term of three (3)years, unless sooner terminated as set forth in the agreement.
