RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
AUTHORIZING THE CITY MANAGER TO EXECUTE A SIDE LETTER AGREEMENT
BETWEEN THE CITY OF NATIONAL CITY AND THE NATIONAL CITY FIREFIGHTERS'
ASSOCIATION CLARIFYING ARTICLE 33 (POST-RETIREMENT HEALTHCARE TRUST) OF
THE MEMORANDUM OF UNDERSTANDING BETWEEN THE PARTIES.
WHEREAS, the City of National City("City")and the National City Firefighters'Association
("FFA") are parties to a Memorandum of Understanding ("MOU") for the period of July 1, 2025
through June 30, 2028, which governs the wages, hours, and other terms and conditions of
employment of the classifications represented by the FFA; and
WHEREAS, following approval of the MOU, the City and the FFA identified that the
language contained in Article 33, titled Post-Retirement Healthcare Trust, did not fully reflect the
parties' negotiated intent regarding implementation of the International Association of Fire
Fighters Medical Expense Reimbursement Plan ("IAFF MERP"); and
WHEREAS, the City and the FFA have met and come to an agreement to clarify the
language of Article 33 to accurately reflect the agreement reached during negotiations, clarifying
implementation of the existing agreement -- not establishing a new retiree healthcare benefit or
otherwise reopening negotiations regarding retiree medical benefits; and
WHEREAS, City staff recommends that the City Council formalize the agreement between
the City and FFA by approving a Side Letter of Agreement (attached as Exhibit A) to the current
MOU.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby authorizes the Side Letter of Agreement to
the current Memorandum of Understanding between the City of National City and the National
City Firefighters' Association to clarify Article 33, titled Post-Retirement Healthcare Trust. The
Side Letter of Agreement is attached to the Agenda Report as Exhibit A.
Section 2: That the City Council hereby authorizes the City Manager to execute said
Side Letter of Agreement.
Section 3: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
