HomeMy WebLinkAbout2026-102 - San Diego Mechanical and Energy, Inc. - Fourth Amendment for Facilities HVAC and Related Services RESOLUTION NO. 2026- 102 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, AUTHORIZING THE MAYOR TO EXECUTE A FOURTH AMENDMENT TO THE AGREEMENT WITH SAN DIEGO MECHANICAL & ENERGY, INC. TO EXTEND THE AGREEMENT BY ONE YEAR TO JUNE 30, 2027. WHEREAS, the Facilities Maintenance Division of the Engineering and Public Works Department currently maintains 27 facilities, which includes City Hall, Martin Luther King, Jr. Community Center, public library, the municipal pool, recreation centers, park restrooms, fire stations, a police station and warehouse, the ARTS Center, Nutrition Center, Senior Center, several historic buildings, as well as two sewer pump stations and two stormwater pump stations; and WHEREAS, based on the need for coordinated and scheduled preventative maintenance, the unpredictability of repairs and services, and the availability and demand for qualified and certified persons, on April 15, 2021 the Engineering and Public Works Department issued a Request for Proposal ("RFP") for on-call and as-needed facilities maintenance support services to provide inspections and servicing of commercial and industrial HVAC systems and equipment, pump stations, and related equipment and services, on PlanetBids, a free public electronic bidding system; and WHEREAS, on June 15, 2021, City Council adopted Resolution 2021-85, approving a two-year agreement (the "Agreement") with San Diego Mechanical & Energy, Inc. ("San Diego Mechanical"), for the period of July 1, 2021 through June 30, 2023, with the option for three (3) one-year extensions, for a not-to-exceed amount of$1,400,000; and WHEREAS, on June 20, 2023, City Council adopted Resolution No. 2023-87, approving the First Amendment to the Agreement, exercising the first of three (3) one-year extensions, to extend the Agreement by one (1) year to June 30, 2024; and WHEREAS, on June 18, 2024, City Council adopted Resolution No. 2024-66, approving the Second Amendment to the Agreement, exercising the second of three (3) one-year extensions, to extend the Agreement by one (1) year to June 30, 2025; and WHEREAS, on June 17, 2025, City Council adopted Resolution 2025-72, approving the Third Amendment to the Agreement, exercising the third of three(3)one-year extensions, to extend the Agreement by one (1) year to June 30, 2026; and WHEREAS, a new RFP for on-call and as-needed facilities maintenance support services is due to be advertised next year but, to allow sufficient time to advertise and evaluate the RFP, and to ensure continuation of services for the City's facilities maintenance support services in the interim, the City desires to further extend the Agreement to June 30, 2027; and WHEREAS, based on their performance and quality of work, staff recommends approval of a Fourth Amendment to the Agreement with San Diego Mechanical to extend the Agreement by one (1) year to June 30, 2027. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: That the City Council hereby authorizes the Mayor to execute a Fourth Amendment to the agreement with San Diego Mechanical & Energy, Inc. to extend the agreement by one (1) year to June 30, 2027. The Fourth Amendment is attached to the Agenda Report as Exhibit A. Section 2: That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions. PASSED and ADOPTED this 18th day of A st, 2026.
