Landa DEPARTMENT Engineering EXPLANATION Mrs. Mulhern of 535 E. 20th Street appeared before the Committee on June 9, 1999 to request the installation of a handicap parking space. _Accarding_to Mrs. Mulhern, she explained that her garage_is in the_ rear -_of_ her house and she must go through an alley, which has gang members in it. She fears for her safety. Furthermore, there are several stairs that she must climb to access her house and she is in poor physical condition. Staff evaluated the request using the attached City's "Disabled Person Parking Policy". The policy lists three criteria which must be met to warrant the installation of the blue curb parking space. The applicant meets the firs two criteria, but fails on the third criteria, as usable off-street parking is physical available. However due to the gang activity in the alley described to Staff and the Traffic Safety Commission by Mrs. Mulhern it was determined that a special case exists, and the request was approved, and forwarded to Council for approval. I have been made aware that this request is usnaiiv only granter persons who do not have private off street parking available. I would like to elabor :on my situation in hopes that the City would consider granting my request. Presently, I do have perking available to me at the rear of my home. Hbwever, in order to access the par^ z I must go through an alleyway. Unfortunately, there have been many gang members and driving through the alley. In addition, there have been several acts of graffiti as wee as attempts to break into my vehicle and garage. I have placed double locks on my g� however, due to my disability, I am unable to move very quickly and I fear rhar if I at =^fit to remove the locks and park in the garage, that my safety is in jeopardy: In addition to being a safety hazard, this parking requires me to walk up several si,- in order to access the back door of my home. I feel much more secure using the front doer because the area is better li,;ht with higher visibility. If I were to fall or if I be_e threatened, I would feel that help would be closer avaiLibie. I would like to use the in the front of my home more often, however, I do not have rhic opportunity available d v because the parking is used by other residences and their visitors. Approximately 2 years ago a group of construction workers bean construction directly accross the street from us. The only drawback 4as that many of the workers found themselves without a place to park trite vehicles and so they decided to park their vehicles in front or my busiess and in front of neighboring places. All of my parking space has bee taken up. At first it was not so much of a problem...my custom_ chase to deal with it. But now I have noticed that my business has e tie:-fenc one of the most severe drop offs we have ever had Many of my c srome-s have complained about the lack of parking space and are frl s-sared :.bout with the parking problem. And many have gone to competitors because of it Thinking that I could solve the problem on my own, I wrote norfr and posted them on the winshields of the cars asking the consn-uction workers not to park in front of my business. Some of the quantities actually_- constructed were less than the quantities used for bidding purposes. The bid quantities represent the engineer's estimate. A-200 (9/80) Resolution No. 99-87 EXPLANATION SBCS proposes to purchase the nine -unit apartment building located at 1125-1137 B Street in National City. This buadiin2 wouIdbe completely rehabilitated_and uperrated—as-tranitional housing for homeless .families:with an on -site supervisor present at all times. No individuals would be allowed. Transitional housing basically provides homeless families with a place to live for a maximum of two years: In conjunction with the housing assistance, other services such as job training, counseling and case management are also provided by SBCS. National City allocated HOME funds to a similar project on 4th Avenue in Chula Vista in 1993. This project has been extremely successful with over 80% of the families assisted finding permanent housing. However, the need for additional transitional housing units still exists and such housing assistance is no longer available within the City of National City. An additional benefit to the community at the 1125-1137 B Street site would be the complete rehabilitation of buildings that are currently in an extremely blighted situation (blue apartments). Without this project, the buildings would most likely remain in their substandard condition. The site is also near public transportation, shopping and other city services, such as the library. The additional funding for the project comes from HUD and the County of San Diego. Providing housing to the homeless has been a priority of HUD for the past decade. HUD has encouraged the City of National City to undertake a transitional housing project like this to augment our "continuum of care" assistance to the homeless. If the Planning Department decides to require a CUP, it will be pursued by South Bay Community Services. However, the design of Harrison Avenue -Extension plans must have the approval of the - City Council since it does not meet the County of San Diego Design Standards for a "Light Collector." The County Standard for a "Light Collector" is to have two 12-foot travel lanes, one in each direction, with an additional 8-foot shoulder on each side of the street. The shoulder can be used for parking. The standard dictates a total street width of 40 feet, and has the street centered within a 60-foot wide right of way. Due to the constraints of the BNSF railroad to the west and the MTDB railroad to the east of the proposed road it is not possible to accomplish the County of San Diego Design Standard. The curb to curb width available is limited to 24 feet for approximately 1,000 feet. This means that for this section of the street there is adequate space for only the two 12-foot travel lanes. There will not be any parking allowed in this constricted area of the road. On both ends of the constricted area of the road the design standard has been accomplished. The plans include a bike path and sidewalk on the east side of the roadway. The bike path and sidewalk continue through the constricted roadway area. High-pressure sodium streetlights will be installed on the entire length of the street in accordance with the City Council Policy. Therefore the street will be adequately illuminated. In addition, speed humps will be installed on both ends of the constricted area and rumble strips will be installed within the constriction. It is believed that these measures will ensure traffic will proceed at a reasonable pace through the non-standard area. A graphic will be available at the City Council Meeting to clearly show the entire proposed roadway.
