Last December, Brown Field Aviation Park, LLC, was chosen by the City of San Diego
to redevelop Brown Field into a world -class air cargo facility. During the time since
creating this strategic partnership with the city, we have made significant progress toward
our goal of developing the "San Diego Commerce Center at Brown Field" (SANDACC)
into a state-of-the-art intermodal transportation facility.
I would like to request the opportunity to present to the National City City Council during
an upcoming council meeting on the current redevelopment efforts at Brown Field.
This presentation on the proposed San Diego Air Commerce Center at Brown Field
would include the following information:
• An overview on the project's overall status.
• Information on the master planning process.
• Information on the Environmental Analysis (EA) and the Environmental Impact
Report (EIR).
• The expected economic impact generated by this project.
• The project timeline.
• The future goals for Brown Field and how they will impact National City.

At the request of the adjacent property owner, (Jesus Loya, 405
Rachael Avenue), the Engineering Department reviewed this "T" type
intersection in accordance with the City Council 2-way Stop Control
Policy. Installation of the stop sign on Rachael Avenue is
justified, due to restricted site distance and critical approach
speed from the southerly leg of the intersection.

EXPLANATION.
The purpose of this report is to inform the City Council on the status of
the project plans, specifications, and cost estimates for the widening of
Division Street from Drexel Avenue to the Easterly City limits. Berryman
and Hennigar, Inc., the City's Consultant for the project, will present a
short presentation on the status of the project. Attached is a copy of the
agenda and the items of the presentation.
Background
At the May 5, 1996 City Council public workshop, the City Engineer made a
presentation on seven (7) various design concepts to widen Division Street
from Drexel Avenue to the Easterly City Limits. The City Council selected
Alternative No. 5 to be the most appropriate approach for the widening of
the street. A copy of the minutes of that meeting is attached for
informational purposes.

MAY 15, 1996
The Adjourned Regular Meeting, of the City Council of the City of National
City was called to order at 6:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Berkuti, Daneshfar, Eiser, McCabe, Myers.
Others present: Dennis Gerschoffer and Joanne Reel of San Diego Gas and
Electric.
The following property owners were present Ed and Jane Padilla, 2902.
Division Street;. Jerry and Sharlyn Engle, 3040 Division Street; Maria
Yolanda and Jose Gonzales, 5 So. Harbison; Mr. and Mrs. Robert Garcia, 7

STREET DIVISION WIDENING (903-16-2)
1. PRESENTATION BY THE CITY ENGINEER.
City Engineer Myers distributed written materials, and gave a verbal
overview of Seven (7) Alternatives for the widening' of Division Street
- Drexel Avenue to Harbison Avenue. He also pointed out that the
City had previously completed 3 phases of construction on Division
Street from Palm Avenue to Drexel Avenue within the existing right-
of-way: a) Previous right-of-way was from 70 to 87 feet wide; and b)
the existing right-of-way on Division Street from Drexel Avenue to
Harbison Avenue is 60 feet wide.
2. SEVEN ALTERNATIVES
A. ALTERNATE NO. 1 (65 FEET OF RIGHT-OF-WAY)
(Obtain 5 feet of additional right-of-way)
A) Acquire 5' of additional right-of-way on the southside
B) No parking on the northside
C) COST - $1,600,000

4. Questions and Discussion by the City Council, Staff and Residents:
It was the consensus of the City Council and the property
owners/residents that Alternative No. 5 was the preferred choice.
The following is a list of questions which were discussed.
a) Sound wall (City Engineer stated that the sound wall will be
constructed out of concrete block);
b) replacing all improvements at the City's cost;
c) would there be changes of signalization;
d) speed limit (not going to change);
e) grading and elevations of the slopes;
f) legal limits of the road;
g) bus stops;
h) fences;
j) ivy planting for the sound wall to protect against graffiti (who
will maintain the planting as far as watering), etc.
Councilman Inzunza questioned what the requirements are of acquiring
the right-of-way. City Engineer Myers responded that acquisitions
need to be negotiated. and all land will be paid for. (Exception: small
corner roundinss).

Councilman Beauchamp stated that because of the acquisition it would
probably be done by boundary lot adjustment. He also questioned
whether the appraised value would change, would it affect the land
value or property value, and would it decrease or increase the value of
the land? The City Engineer responded that in most cases, the
property value goes down because there is less property, however, the
property value goes up because of the new improvements. Thus it will
probably balance out.
Councilman Morrison stated Alternate No. 5 includes no parking on
the north side, while parking will be allowed on the south side. Since
the north side of Division Street East of Harbison Avenue is under the
jurisdiction of the City of San Diego, he requested that this section not
be included in the project. Ms. Ruth Nakamo came forward and stated
she lives at 3130 E. Division Street.
It was pointed out that the following Division Street addresses are
within the City of San Diego: 5456, 5446, 5436, 5426, 5402-5410;
while 3130, 3120 3108 Division Street are in National City.
Councilman Beauchamp asked whether the sheet slopes adjacent to the
proposed street were too steep. City Engineer Myers responded that
retaining walls will be installed at certain locations.
Councilman Morrison expressed concern about what was going to
happen if they left the narrow section of street in the city of San Diego.
The City_ Engineer stated this area could be left off of the project, and
the final design would not be affected that much.

Mayor Waters inquired as to whether the property owners who were
present wanted parking on both sides of the street or only on the south
side. He stated that he wanted to make sure all of the new
improvements were better than the existing ones such as that if a fence
was removed within the area of the project, it would be replaced at the
City's cost, however he made it clear that improvements outside of the
project area would not be replaced.
The Mayor suggested that any property owners who had any questions
regarding this matter should contact the City Engineer. The property
owners were also informed that the construction should take
approximately 6-9 months.
PUBLIC ORAL COUVIUNICATIONS
Jerry Engle, 3040 Division Stt-eet, inquired as to if he lost 10 ft. from his
property how far would his sidewalk be from his house and would he have a
parking space to park his car? City Engineer Myers said that it would leave
him 15 ft. from the back of the sidewalk to his house.
Mr. Benito Hernandez, 3010 E. Division Street questioned if there would be
a stop light because of the traffic at the present time, expressed concern on
how difficult it would be to get out of his driveway at Harbison Avenue and
Division Street The City Engineer said there would be a Traffic Signal.
Ruth Okano, 3130 E. Division Street stated that her property had a high slope.
The Mayor replied that when the City widened the street and constructed a
sidewalk, the slope would be lowered down. The City Engineer also
explained that the City will go all the way from the street to the garage if a
steep slope is involved, however the City cannot change the grade or
elevation of the garage floor.

Mr. Jose Gonzales, 5 So. Harbison voiced his concerns about the elevation of
his garage, and inquired as to how many feet the City would cut-off.
Councilman Inzunza responded that it would depend on how they cut back
the slope, and the City could not give any estimate at the present time.
Mr. Clifford Williams, 2904 Division Street asked if the City was going to
install sidewalks where there presently were no existing sidewalks. He was
also interested in knowing what would happen while their existing fences
were removed. City Engineer Myers answered that the City would be
installing temporary fences until the pennanent improvements were
installed.

ouncii Meeting - May 21. 1996 - 3:00 P.M. - Council Chambers. Civic
Center. Carried by unanimous vote.

EXPLANATION.
The Rotary Club, as indicated by the attached letter, desire to use the Community Building on 14 March
1998 for a fund raiser and to serve alcohol. By the City policy, monthly rates for Service Clubs include
two (2) additional meetings per year. Specific Council approval is required for the serving of alcohol, as
is a permit from the ABC for such sale.
