EXPLANATION
Request for Bids were issued for five (5) model 2000 black and white
Police patrol vehicles (Ford Crown Victoria Police interceptors, or
equal).
Bids were mailed to eighteen (18) vendors, netting five (5) responses.
Bids were opened and read publicly on December 29, 1999, with two
vendors present for the opening.
The lowest re Naohsi ve, responsible bid was. from Villa Ford, in .the:; total
amount of $121,488.60.
The calculations to determine low bid included the cost of the vehicles,
sales tax, and warranty, minus the 1% local tax adjustment, and early
payment discounts offered by bidders. Villa Ford offers the lowest net
cost to the City.

WHEREAS, the Purchasing Department of the City of National City did, in open
session on December 29, 1999, publicly open, examine and declare all sealed bids for five (5)
model 2000 black and white Police patrol vehicles (Crown Victoria Police interceptors, or
equal).
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the
City of National City hereby awards the contract for five (5) model 2000 black and white Police
patrol vehicles to the lowest responsive, responsible bidder, to wit:

BE IT FURTHER RESOLVED that the City Council of the City of National City

EXPLANATION
On December 16, 1999 bids were received and opened for the El Toyon Ballfield Improvement
Project, Spec. No. 99-7.
The project includes the removal of existing turf, removal of portions of the existing irrigation system,
grading and excavation, import and placement of topsoil and red infield soil, construction of a pitcher's
mound, installation of an irrigation system, and installation of turf. Additive Bid Items for the project
include renovation of the dugout areas and the backstop. The Contractor will be allowed 40 working
days to complete the project.
Staff has reviewed the bid documents and found the lowest responsive bidder, Mentone Turf Supply,
qualified to perform the work. Attached is a spreadsheet of the Bid Results.
The total amount available for the project is $108,938.00. The total amount bid for the project is
$103,471.00. This amount includes the Base Bid of $87,871.00 plus the two Additive Bid items
totaling $15,600.00.

WHEREAS, the Engineering Department of the City of National City did, in
open session on December 16, 1999, publicly open, examine and declare all sealed bids for the
El Toyon Ballfield Improvement Project.
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the
City of National City hereby awards the contract for the El Toyon Ballfield Improvement
Project to the lowest responsive, responsible bidder, to wit:

BE IT FURTHER RESOLVED by the City Council of the City of National
City, California, that the Mayor is hereby authorized to execute on behalf of the City, a

The State has notified the City of National City that it is now a requirement to have a specific and
separate resolution approving the City's payment of the employee's share of the retirement
program under Public Employees' Retirement System. It cannot be a general resolution approving
the MOU.
Since the City already pays the employee's share of retirement, this is strictly a ministerial action.

TO THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM
FOR ALL CAREER CITY EMPLOYEES
BE IT RESOLVED that the City Council of the City of National City does
hereby approve payment by the City of the employee's share of the contribution to the Public

those employees represented by the Police Officers' Association, the Firefighters' Association,

As has been discussed with the Council previously, there is a urgent need to adjust the base wages of some
positions in the MEA Group. The most critical need is with the Police Dispatcher position, where the City is
experiencing substantial recruitment and retention problems. There are currently four (4) vacancies in the
nine (9) authorized positions which has necessitated the use of Police Officer in dispatch and overtime.
The main cause for the Dispatcher problem is a competitive wage — our top base wage for Dispatcher is
$2953/mo. which includes the recent 4% increase. However, our competitors (Chula Vista, El Cajon, County
and City of San Diego) average top pay is $3313/mo. A 10% increase will raise our top wage to
approximately $3250/mo. and make us much more competitive with qualified candidates and help retain
employees we still have.
The other issue addressed here is the position of Police Operations Assistant (a new title for an
Administrative Secretary, which has assumed higher level duties from another position) where the City and
the Civil Service Commission has acknowledged that the incumbent is working out -of -classification and the
base wage needs to be adjusted to avoid legal problems under the equal pay provisions of the law.

The estimated cost of these adjustments is $14,000 for the remainder of Fiscal Year 1999-2000.
However, no additional funds are necessary as savings from vacancies will cover these additional

APPROVING A BASE WAGE INCREASE OF TEN PERCENT
FOR THE CLASSIFICATION OF POLICE DISPATCHER AND
OF FIVE PERCENT FOR THE CLASSIFICATION OF
POLICE OPERATIONS ASSISTANT
BE IT RESOLVED by the City Council of the City of National City that the base
wage for the classification of Police Dispatcher is hereby increased by ten percent, effective
January 11, 2000.
BE IT FURTHER RESOLVED that the base wage for the classification of Police
Operations Assistant is hereby increased by five percent, effective January 11, 2000.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL,
OF THE CITY OF NATIONAL CITY
ADOPTING THE NATIONAL CITY MUNICIPAL CODE
WHEREAS, the Book Publishing Company, Seattle, Washington, has compiled,
edited and published a codification of the permanent and general ordinances of the City of
National City; and
WHEREAS, there are now on file in the office of the City Clerk, for public
inspection, multiple copies of a document entitled "National City Municipal Code".
NOW, THEREFORE, the City Council of the City of National City does hereby
ordain as follows:
Section 1. Adoption. There is hereby adopted the "National City Municipal Code,"
as compiled, edited and published by Book Publishing Company, Seattle, Washington.
Section 2. Title —Citation —Reference. This code shall be known as the `National
City Municipal Code" and it shall be sufficient to refer to said code as the "National City
Municipal Code" in any prosecution for the violation of any provision thereof or in any
proceeding at law or equity. It shall be sufficient to designate any ordinance adding to,
amending, correcting or repealing all or any part or portion thereof as an addition to, amendment
to, correction or repeal of the "National City Municipal Code". References may be made to the
titles, chapters, sections and subsection of the "National City Municipal Code" and such
references shall apply to those titles, chapter, sections or subsections as they appear in the code.
Section 3. Reference applies to all amendments. Whenever a reference is made to
this code as the `National City Municipal Code" or to any portion thereof, or to any ordinance of
the City of National City, codified herein, the reference shall apply to all amendments,
corrections and additions heretofore, now or hereafter made.
Section 4. Title, chapter and section headings. Title, chapter and section headings
contained herein shall not be deemed to govern, limit, modify or in any manner affect the scope,
meaning or intent of the provisions of any title, chapter or section hereof.
Section 5. Reference to specific ordinances. The provisions of this code shall not in
any manner affect matters of record which refer to, or are otherwise connected with ordinances
which are therein specifically designated by number or otherwise and which are included within
the code, but such reference shall be construed to apply to the corresponding provisions
contained within this code.

Section 6. Ordinances passed prior to adoption of the code. The last ordinance
included in this code was Ordinance No. 99-2167, passed October 5, 1999.
The following ordinances, passed subsequent to Ordinance No. 99-2167, but prior to
adoption of this code, are hereby adopted and made a part of this code: Ordinances 99-2168 and
99-2169.
Section 7. Effect of code on past actions and obligations. The adoption of this code
does not affect prosecutions for ordinance violations committed prior to the effective date of this
code, does not waive any fee or penalty due and unpaid on the effective date of this code, and
does not affect the validity of any bond or cash deposit posted, filed or deposited pursuant to the
requirements of any ordinance.
Section 8. Constitutionality. If any section, subsection, sentence, clause or phrase of
this code is for any reason held to be invalid or unconstitutional, such decision shall not affect
the validity of the remaining portions of this code.
Section 9. References to prior code. References in city forms, documents and
regulations to the chapters and section of the former city code shall be construed to apply to the
corresponding provisions contained within this code.

Regarding: Agenda Item for Meeting of 11 January 2000

Please docket a discussion of Proposition 21 for the City Council meeting of 11 January 200. The
issue should be discussed by the Council since several members of the community are concerned
that it is extremely discriminatory to youth and will be especially adverse to National City youth
due to the demographics of our city.
One particular aspect of the legislation is the definition of "gang". The special social situation in
National City under the definition in the legislation could result in serious impact to otherwise
innocent associations.
The legislation appears to be a relict of the mean -spirited Wilson administration and I believe that
the council should have input on this from the Police Department as well as social support groups
in the City. I believe that this legislation is anti -youth and that the Council should discuss the
matter in open forum. Members of the community has asked that the Council take a position on
the matter.
Vote No on "The Gang Violence and Youth Crime
Prevention Act"
Ex -governor Pete Wilson has personally sponsored a statewide initiative appearing
on the march 7, 2000 ballot that, if approved, would make many drastic changes to
the law, primarily to incarcerate more juveniles for longer of periods of time.

Creates Punishment That Does Not Fit The Crime
le Lowers felony vandalism, like graffiti from over $50;000 to over $400 in
damages and increases the minimum penalty to 1 year in jail and
thousands of dollars in fines.
➢ Expands the "3 strikes" law to make sentences much longer for youth.
➢ Expands the death penalty.
➢ Eliminates probation eligibility for many youth, creates stricter probation
rules for those who are eligible, and makes it easier for youth to be
moved from probation to prison.
