Mr. Jim Bird called and said he did not want to be appointed because it's hard for him to get around. Mrs. Smith said she was interested in serving on the Port Art Committee. If there are no objections, I recommend for appointment, Ms. Smith for a term ending October 3, 2003. This item will be placed on the Council Agenda for the meeting of February 8, 2000. GEORGE H. The City of National City and PACNC have had a strong partnership for more than a quarter of a century, working together to improve the quality of life in our community. We have no doubt that this partnership will continue to thrive through the new century. As a longtime friend of PACNC, you have seen this organization grow and evolve into a strong and vital constituent of this community. And over the years, our organization's goals and objectives have changed, all in line with the changes and needs of the City of National City. With the new century, PACNC has had a passing of the guard to its second -generation members. We grew up following the mold of our parents and PACNC members. As our role models, they passed along to us the importance of civic duty, community pride, and the importance of family. These values are a summation of this wonderful organization. However, our needs and aptitudes today are different from those of previous administrations. This difference has become more apparent with the operation of our Multi -Cultural Center. At it's inception, PACNC was organized so that families who lived in National City could gather together to get to know one another. From this sense of belonging grew both civic and community pride. Meeting places ranged from the old Silvergate Savings building to garages as well as backyards and parks. As the organization grew, the need for a building was evident. When offered what would become the PACNC Multi -Cultural Center by the city, the members were overjoyed. At last, the organization would have a place to call home. This building was always meant to serve as a meeting place for PACNC members and a structure to provide services for the community. It never was or has ever been intended to be a business. Looking to a new century, we have had to reassess the role of the Multi -Cultural Center within the PACNC organization. The overwhelming conclusion is that the needs of PACNC and National City have changed from a decade ago when the Multi -Cultural Center was first open to the community. The Multi -Cultural Center provided facilities for programs and services that would improve the overall quality of life in National City, something that waslacking in our community at that time. The services that the Multi -Cultural Center first provided are now being met or in direct competition with other structures and organizations. For example, we annually provided open health fairs to give citizens of National City access to medical care. This past winter, a similar health fair was held at the Boys and Girls Club of National City. Many of the activities and services we provide for senior citizens are being duplicated by other organizations. The fact that the void is filled and that there are now other facilities to provide services to our citizens is an example of the phenomenal impact of PACNC's dedication and insight to the needs of National City. We are extremely proud of those members who have worked to obtain and operate the Multi -Cultural Center for National City. Due to their hard work and dedication, the Multi -Cultural Center has surpassed all our expectations. We have worked hard to keep the building well maintained and it has had a positive effect on the adjoining neighborhood. Most importantly, we have kept a high standard for programs and services that have been beneficial for all citizens of National City. However, we now see that the needs of our organization and National City have changed. Therefore, we, the Pilipino-American Community of National City, are giving our 30-day notice to release the Multi -Cultural Center back to the City of National City so as to allow the building to be used to better serve our community. The release of the Multi -Cultural Center does not signify the end of PACNC. Our assessment of the future as an organization for the new millennium is to put our energy and redirect our resources into political representation, support of Filipino businesses, and encouragement of the academic success of the next generation. As an organization, we will be looking upon the City to put the building to good use as determined by the needs of our community. In grateful appreciation, PACNC Board Members Thomas C. EXPLANATION On January 18, 2000, the City Council considered the following request. The City Council had some questions that they wanted answered and since the applicant was not there, the item was continued for 2 weeks. During this period of time, many calls were placed to the phone number listed on the application, and finally contact was made with the head of the program, a Katrina Jensen. Ms. Jensen referred us to a volunteer worker Rose Napoleon. On January 31, 2000 we left a message on Rose Napoleon phone, informing her this item would be on the City Council Agenda. As of the date of this report, we have not received any word from Rose Napoleon's on whether she will be at the City Council's meeting. A full copy of this report along with any attachments will be mailed to the address on the application.
