Once the Utility District has been formed, and a tentative construction date has been established, the City Council by a subsequent resolution will set the time within which the property owners must be ready to receive service, and the utility companies must remove the overhead services. The purpose of this resolution is to establish the district. A-200 (9/80) " RESOLUTION NO. 2000 - 40 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ESTABLISHING UNDERGROUND UTILITY DISTRICT NO. 21 (PHASE III) ON HIGHLAND AVENUE FROM SIXTEENTH TO TWENTY-FOURTH STREETS WHEREAS, a public hearing was called for Tuesday, April 11, 2000, at the hour of 6:00 p.m. in the Council Chambers in the Civic Center, 1243 National City Boulevard, National City, California, to ascertain whether the public health, safety, and welfare requires the removal of poles, overhead wires and associated overhead structures and the underground installation of wires and facilities for supplying electric, communication, or similar or associated service, within that certain area of the City described as follows: Highland Avenue from Sixteenth Street to Twenty-fourth Street (Phase III). WHEREAS, notice of such hearing was given to all affected property owners as shown on the last equalized assessment roll and utilities concerned in the manner and for the time required by law; and WHEREAS, such hearing was duly and regularly held, and all persons interested were given an opportunity to be heard. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of National City hereby finds and determines that the public health, safety and welfare require the removal of poles, overhead wires and associated structures, and the underground installation of wires and facilities for supplying electric, communication or similar or associated service, and that pursuant to Ordinance No. 1414 of the City of National City, the above described area is hereby declared an Underground Utility District, and is designated as Underground Utility District No. 21 of the City of National City. Attached hereto, marked Exhibit "A", and hereby incorporated as a part of this Resolution, is a map delineating the boundaries of said District; BE IT FURTHER RESOLVED that the City Council shall by subsequent resolution, fix the date upon which the property in the district must be ready to receive underground service, and the date by which all poles, overhead wires and associated overhead structures and the underground installation of wires and facilities for supplying electric communication, community antenna television or similar or associated service shall be removed. BE IT FURTHER RESOLVED that the City Clerk is hereby directed to cause a certified copy of this Resolution to be recorded in the Office of the County Recorder. The City Clerk is further directed to notify, either by personal service or by mail, all affected utilities and all persons owning real property within Underground Utility District No. 21, as such are shown on the last equalized assessment roll, of the adoption of this Resolution within fifteen (15) days after the date of such adoption. Such notification shall include a copy of this Resolution, together with a copy of Ordinance No. 1414. RUIZ EXPLANATION. Recently a waterslide was installed at the pool for use during recreation swim. Presently our fee for recreation swim for all ages is $1. The original thought pertaining to pool fees was to charge an additional $1 for use of the pool slide. This would have been controlled by issuing a wrist band which would have entitled the wearer to use the slide. This would result in an additional expense of approxi- mately $750 for purchase of wrist bands. Also, an additional lifeguard would have be be hired to check to see if slide users had a wristband and if they could pass a swim test for deep water. After considerable review and visiting pools with waterslides, we recommend that a flat fee of $1.50 for adults and children be effective May 1, 2000. This fee will be for all recreation swimming including the slide. This will still keep our admission fee in line with other municipalities.
