Landa DEPARTMENT Engineering EXPLANATION The National City Chamber of Commerce has requested the installation of angle handicap parking on 9th Street east of National City Boulevard next to the alley. The proposed site of the new Chamber of Commerce will be located on the south side of 9th Street between National City Boulevard and the alley. The street frontage will be able to accommodate 60° angle parking. Presently, there are 3 existing parking stalls. With the installation of angle parking along with the removal of the existing driveway, there will be a total of 5 parking spaces (3 parking stalls and 2 angle parking). The Traffic Safety Committee approved the angle parking on 9th Street east of National City Boulevard next to the alley (as shown on the original plan) at their meeting on March 14, 2001. Landa, Engineering Department DISCUSSION: At the Traffic Safety Committee meeting of February 14, 2001, a request was made for 2 on -street diagonal handicapped parking spaces. During the discussion, a request was made to create angle parking spaces from the alley to "A" Avenue on 9 Street. Since that meeting, a traffic survey for additional angle parking on 9th Street between National City Boulevard and the alley has been done. The Traffic Survey was done and it shows on 9th Street there are 1490 vehicles going eastbound per day and 1479 vehicles going westbound per day for a total of 2969 vehicles (see traffic data) within a 24-hour period. Considering the high volume of vehicles going eastbound on 9th Street from National City Boulevard, it would create a dangerous condition by having vehicles backing up into the street near the intersection of 9th Street and National City Boulevard. The original request for 2 handicap angle parking spaces approximately 75 feet from the intersection would be acceptable, due to their distance from National City Boulevard. Staff has contacted Mr. McVeagh, the owner of 906 "A' Avenue, and he informed the City that he is against the angle parking in front of his property because presently vehicles parking there leave their trash on the street. He also stated that he has enough problems cleaning the trash that is left there now without increasing the number of parking spaces. STAFF RECOMMENDATION: Staff recommends the approval of the 2 handicap angle parking spaces on 9th Street between National City Boulevard and the alley as shown on the original plan. EXHIBITS: 1. Most of the dealers have "2 hour parking" signs in front of their businesses. THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF NATIONAL CITY AND tHE COUNTY OF SAN DIEGO FOR THE COLLECTION OF MUNICIPAL DEBT STAFF REPORT In June 1998, the City Council, upon the recommendation of city staff, approved an agreement with Money Control for contingency collection services. The Council then had reservations on using a collection agency but approved it citing this agreement to be a "test" case. The concern of harassment of citizens by the collection agency was a major concern. City staff however, has not received any complaints about Money Control. A recent review of the collection agency's performance the last two years has not been very encouraging. The review indicated a collection rate of 6%, which is way below the City's expectation of about 25-35%. Total assigned to Money Control is $151,811 and total collected as of January 9, 2001 is $9,202, for a collection rate of 6%. The accounts assigned were those delinquent and inactive/closed accounts where city staff collection resources are limited. Due to the low collection rate by Money Control, staff held off assigning delinquent accounts to Money Control and started the City's own process of bringing some of these accounts to small chime court. Since this process has just been started, its success could not be determined at this time. From 1995 to 2000, the cumulative total sewer billings amount to $23,055,121, an annual average of $4,611,024. The Delinquent Bills on Active Accounts (1995 to date) is $839,793 which represents 3.64% delinquency to the cumulative total. The Delinquent Bills on Inactive/Closed Accounts (1995 to date) is $348,829 which represents 1.52% delinquency to the cumulative totaL The total delinquency percent for both active and inactive accounts to cumulative billings is 5.16%. Upon reading a San Diego Union Tribune article, published just recently about the City's delinquent sewer accounts, the County of San Diego contacted the City. The County expressed interest in providing collection services to the City citing various advantages that other collection agencies do not offer such as having access to various civil, criminal and DMV records. Finance staff then met with County officials and discussed the specifics of their offer. Since this is on a contingency fee basis and consistent with the city's effort to find other ways to collect more from these delinquent accounts, staff recommends that the agreement be approved. The legislative body of a county may provide that an area planning commission shall exercise all of the functions and duties of a board of zoning adjustment or a zoning administrator in a prescribed portion of the county. ?J:39Vv'N 1J .l The VFW submits to the National City council is that if the term "school" in the ordinance were modified to read "all Schools grade K12 and below" instead of just the term "schools" our relocation within 660 feet of the ADULT education village could be accomplished. The Weissers Sporting Goods is within our budget for relocation, the property will require minimal repairs to convert it to a VFW, and we would be located away from residential, Church and Public schools. The VFW wishes to allow the redevelopment of National City to proceed on schedule, but we are also concerned with the future of our organ17ation. The VFW has been committed to cooperating with the redevelopment commission but all properties selected for the relocation would require a large cash commitment on our part. Other locations would require the buildings to be replaced with a building capable of meeting our need of a meeting hall, kitchen and a canteen. All of these requirements can be met in the Weisser's Sporting Goods location. If the City Council changes the ordinance to read " Schools K12 and below", it will effect only one school in the entire city. We urge you to take this matter into consideration. Steven P. Torres, of 2838 "I" Avenue, is appealing the decision of the Traffic Safety Committee, which denied his request for a handicap parking in front of his residence. City Council has adopted a policy which is used to evaluate requests for handicap parking spaces. The City Council Policy requirements are as follows: 1. Applicant (or guardian) must be in possession of valid license plates for "disabled persons" or "disabled veterans". This condition is met. 2. The proposed disabled parking space must be in front of the applicant's (or guardian's) place of residence. This condition is met. 3. The residence must not have useable off-street parking available or off-street space available that may be converted into disabled parking. Staff has investigated the site and found an off-street parking space in front of Mr. Torres' residence. The parking space is located in front of a garage on the property. Apparently, this existing spot along with the existing garage have been rented to the adjoining neighbor, therefore; this condition is not met.
