WHEREAS, Mrs. Rita Hampton began her Civil Service career on October 2, 1951 at
Selfridge Air Force Base, Michigan; and
WHEREAS, Mrs. Hampton is currently Secretary for the Commanding Officer, Naval
Station San Diego, a post she has held since 1974. During this thirty year tenure Mrs.
Hampton has served under sixteen consecutive Commanding Officers; and
WHEREAS, Mrs. Hampton has been a source of inspiration to all sailors and airmen
that have had the pleasure to serve with her throughout the past forty-six years.
THEREFORE, as Mayor & City Council, by virtue of the authority vested in us by
the City of National City, do hereby proclaim January 30, 2004 as:

WHEREAS, Rita Bencamino-Andrews began her career with the City of San Diego in
October 1974 and recently retired after thirty years of service; and
WHEREAS, during the past thirty years Ms. Bencamino has faithfully served the
Filipino community of San Diego County. As an employee of the City of San Diego, Ms.
Bencamino founded and served as the inaugural President of the City of San Diego
Filipino -American Employees Association; and
WHEREAS, Ms. Camino's efforts on behalf of the Filipino community have
resonated in the City of National City. Ms. Camino served as President of the South Bay
Filipino -American Association, was recognized as a Lady of Elegance by the Maria Clara
de Pilipinas Sorority, and served as Chairperson of the Council of Philippine American
Organizations' Philippine Centennial Faire Parade.
THEREFORE, as Mayor and City Council of the City of National City by virtue of

EXPLANATION
Mr. Eastman Kim, the owner of 718 K Avenue, has requested the installation of red curb "No Parking"
zones adjacent to the driveway serving his property. According to Mr. Kim, parked vehicles are
encroaching into his driveway thereby not allowing ingress and egress from his property.
The Traffic Safety Committee approved three feet red curb on the south side of his driveway at their
meeting on January 14, 2004.

DISCUSSION:

STAFF RECOMMENDATION:

Ms. Roxanna Montufar, of 134 E. 3`d Street, has requested the installation of a handicap parking space in
front of her residence. Ms. Montufar has hemodialysis three times a week at Gambro Healthcare Center.
This treatment is necessary for the sustainment of her life. She needs the space for the medical
transport van.
The Traffic Safety Committee approved the installation of the handicap parking space in front of 134 E.
3rd Street at their meeting on January 14, 2004.
STAFF RECOMMENDATION
Adopt the Resolution.

HANDICAP PARKING SPACE IN FRONT OF 134 E. 3RD

DISCUSSION:
Ms. Roxanna Montufar, of 134 E 3`d Street, has requested the installation of a
handicap parking space in front of her residence. According to. Mrs. Montufar,
she is requesting the handicap parking because she has kidney dialysis pick up
each week and has a difficult time walking to the vehicle.
City Council has adopted a policy that is used to evaluate requests for handicap
parking spaces. The City Council Policy requirements are as follows:
1. Applicant (or guardian) must be in possession of valid license plates for
"disabled persons" or "disabled veterans". This condition is met.
2. The proposed disabled parking space must be in front of the applicant's (or
guardian's) place of residence. This condition is met.
3. The residence must not have useable off-street parking available or an off-
street space available that may be converted into disabled parking. Staff has
investigated the site and found six (6) off-street parking spaces. This
condition is not met.
The Policy requires that all three (3) conditions be met. In this case, two (2)
conditions are met.
STAFF RECOMMENDATION:
Staff recommends not installing a handicap parking space since it does not meet
the City Council Policy.

MEDICAL SUMMARY
September 3, 2003
Ms. Roxana Montufar is a patient of mine at Gambro Healthcare where she currently
receives Hemodialysis three times per week to sustain her life. I began managing her
kidney failure in 1997. Ms. Montufar has been diagnosed with End Stage Renal Disease,
Hypertension and has a history of peritonitis, an infection inside the abdominal cavity
associated with Peritoneal Dialysis. She also has a history of problems with her dialysis
access, the way by which wastes and fluids are removed from the body.
Many of Ms. Montufar's health issues can be treated promptly at an outpatient clinic.
However, with restricted Medi-cal, she is unable to have many of her medical needs
addressed. This can lead to even more serious problems, resulting in hospitalization and
possibly death.
Ms. Montufar has been living in the United States for twelve years and receives no
financial assistance from our government. Instead she contributed to our economy by
working in both California as well as Georgia.
Given her medical condition and her contribution to our economy, I ask that Ms.
Montufar be granted full Medi-cal benefits under PRUCOL. If you have any questions or

Mr. Ralph Mora, the Principal of Sweetwater High School, has requested the removal of loading and
unloading signs on 28th Street between Highland Avenue and F Avenue. They are building a new
gymnasium and have removed the students' parking area. Consequently, the students are parking a
lengthy distance from the school.
The City Council approved the loading and unloading signs by Resolution 94-139 on September 28,
1994. The school would desire that the Resolution be rescinded.

LOADING AND UNLOADING SIGNS ON 28TH STREET
BETWEEN HIGHLAND AVENUE AND F AVENUE
WHEREAS, the Principal of Sweetwater High School, Ralph Mora, has
requested the removal of loading and unloading signs on 28th Street between Highland Avenue
and F Avenue because a new school gymnasium is being constructed at another location on
the school grounds and the loading and unloading restriction is no longer necessary.
NOW,. THEREFORE, BE IT RESOLVED by the City Council of the City of
National City that the Acting Director of Public Works/Engineering is authorized to remove the
loading and unloading signs on 28th Street between Highland Avenue and F Avenue.
BE IT FURTHER RESOLVED that Resolution No. 94-139 is hereby rescinded.

starting in March 2004. Emergency response staff has temporarily been relocated to the Pubic Works compound
located at 2100 Hoover Avenue. To protect fire apparatus during this relocation, the purchase of one temporary
cover is required. During the purchasing process, requests for quotes were forwarded to: AMP Canopies!, All
Weather Covers, Big Top Manufacturing, Maisel's Quick Covers & Steel Buildings, Port -A Cover & More, Shelter
System of Oregon, and U.S. Buildings.
Only one vendor, Maisel's Quick Covers & Steel Buildings, could meet the size requirements
Purchasing Ordinance #1480, section 12, subsection a(4), allows the City Council to determine that special
circumstances exist, and that it is in the City's_best interest to waive the bid process as only one vendor could meet
the size requirements.
Total amount of award to Maisel's Quick Covers & Steel Buildings will be $13,055.00.

At its meeting of September 2, 2003, the City Council adopted Resolution No.
2003-128, setting forth the duties, and declaring the mission statement, of the Community
and Police Relations Commission.
The Commission has now held, two meetings. The Chairman of the Commission,
Al Bailey, has perused the minutes of the September City Council meeting and suggested
that the Council had at that time addressed the issue of the Commission making
recommendations to the Council, which issue was not addressed in Resolution No. 2003-
128. After reviewing the minutes, staff agrees with Mr. Bailey and recommends that the
proposed resolution be adopted, to provide that the Commission "make an annual report
of its activities, findings and recommendations to the City Council", and that the
Commission "make recommendations" to the City Council regarding additional duties that
the Commission may perform.

THE ESTABLISHMENT OF DUTIES OF THE COMMISSION,
AND THE DECLARATION OF THE MISSION STATEMENT
OF THE COMMISSION
WHEREAS, at the City Council meeting of February 25, 2003, the Council
considered the Report of Findings and Recommendations of the National City Community
Police Relations Task Force; and
WHEREAS, at said meeting, the Council, by minute action, created the National
City Community and Police Relations Commission, established the duties of the Commission
and declared the Mission Statement of the Commission; and
WHEREAS, it is now the desire of the City Council, by adoption of this
Resolution, to memorialize the above -mentioned actions.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
National City as follows:
Section 1. That there is created the National City Community and Police Relations
Commission ("the Commission").
Section 2. That the Commission shall be comprised of nine (9) individuals appointed
by the Mayor with the approval of the City Council. Of the nine members, seven (7) shall be
voting members, and two (2) shall be non -voting members. Of the seven voting members, five
(5) shall be residents of the City of National City. One of the two non -voting members shall be a
member of the National City Police Officers' Association, and one of the non -voting members
shall be a member of a human rights organization.
Section 3. A majority of the voting members of the Commission shall constitute a
quorum. A majority of a quorum shall be sufficient to conduct the business of the Commission.
Section 4. That the Commission shall be subject to the requirements of the Ralph M.
Brown Act (Government Code Section 54950 et seq.).
Section 5. That the duties of the Commission shall be:
(a) To receive citizen complaints regarding police conduct.
(b) To request supplemental information from the Police Department.
(c) To allow parties the opportunity to mediate their disputes.
(d) To make recommendations to the City Council regarding
additional duties which the Commission may perform.
(e) To make an annual report of its activities, findings and
recommendations to the City Council.

' Section 6. That in carrying out its duties, the Commission shall fall under the
overview of the Chief of Police.
Section 7. That the following shall be the Mission Statement of the Commission:
The Commission will (1) provide a forum for citizens to voice their
concerns about police conduct, practices and policies; (2) examine police
practices and policies as they pertain to conduct issues; and (3) identify
opportunities to ameliorate adversity between the National City Police
Department and citizen complaints.
It is the intent of the Mayor and City Council that because of our actions,
the relations between the citizens of this city and the Police Department
will improve, and positive communications and cooperation between the
Police Department and community will be facilitated.
BE IT FURTHER RESOLVED that this Resolution supersedes Resolution No.
2003-128.

EXPLANATION:
On January 28, 2003 the National City non-profit group Paradise Creek Educational
Park Inc. (PCEPI) was awarded $25,000 from the County of San Diego's Community
Project Fund, contingent upon the verification of a match of $25,000 from the City of
National City. The award was sponsored by Supervisor Greg Cox and was unanimously
approved by the County Board of Supervisors on that day. The funds are earmarked for
restoration at Paradise Creek Educational Park.
On February 18, 2003, there was a Motion by the Mayor Nick Inzunza and seconded by
Councilman Luis Natividad to reallocate CDBG funding in the amount of $25,000 from
the Concrete Improvement project fund to Paradise Creek concrete improvements, and to
have a resolution presented for the next council meeting.
The project has been delayed due to County Department of Environmental and Health
Services permitting process and mitigation measure recommendations, which are now
being completed.
It is suggested that instead of funding from the CDBG Concrete Improvement Project,
which recently has been awarded, the funding source reallocated from the CDBG
Reinstallation of Street Lights Project fund, which has not been active, and was
originally meant for under -grounding of existing wires for street lights, which are now
eligible for SDGE Rule 21 funding.
Construction of the Paradise Creek Educational Park is scheduled to be advertised this
May (2004) and end by April (2005). The total amount budgeted for the work is
estimated at $750,000.00. This amount includes the award from the County and the fund
to be matched by the City Of National City.

EXPLANATION
✓ On September 22, 2003, the Building and Safety Department received grant funding for a program to abate
lead -based paint hazards. The Lead Hazard Control Program Coordinator, Lead Inspector/Assessor, Lead
Sampling Technician, and Housing Assistant are associated with that program.
✓ On May 6, 2003, the Council approved receipt of funding from CDBG and HOME to fund the Graffiti
Program in the Building and Safety Department. The Graffiti Removal Assistant is associated with that
program.
✓ On October 21, 2003, the Council approved park security function be brought in-house. The Seasonal Park
Aide is associated with that function. The funding was previously related to the Park Security Contract.
✓ The Public Works and Engineering Department has requested the establishment of a class to perform
inspections which will enable the City to comply with the City's National Pollutant Discharge Elimination
Safety (NPDES) Permit Program and Illicit Connection and Illegal Discharge (ICID) Program. The Storm
Water Compliance Inspector is associated with this program. Funding will be General Fund monies
associated with the deletion of an Equipment Services Specialist position plus a 13% increase for the Storm
Water Compliance Inspector position.
The class specifications for these positions were approved by to Civil Service Commission on November 13, 2003
and January 8, 2004.

MINIMUM QUALIFICATIONS

required knowledge, skills and abilities would be: Graduation from an accredited four (4) year
institution of higher learning with a major in Health and Human Services or related field and one
year experience. (Graduate work, internship or more experience and education may be
substituted for lacking requirements.)
Knowledge & Skills in: Knowledge of lead -based paint and Federal and State regulatory
requirements for lead; record keeping, report writing and modem office procedures including
computer skills and basic statistics.
Ability to: Plan, write and implement multiple assignments; to understand Federal, State and local
laws and ordinances; understand and interpret City policy; speak clearly; operate a motor vehicle
observing legal and defensive driving practices maintain effective working relationships with those

WHEREAS, the City Council of the City of National City adopted Resolution No.
2004-2 on January 6, 2004, declaring its intention to vacate and close a portion of 15th Street
between National City Boulevard and Kimball Park, more particularly described in Exhibit "A"
attached hereto and incorporated herein as though set forth in full, excepting therefrom certain
public easements, as more particularly described hereafter, in the City of National City, County
of San Diego, State of California; and
WHEREAS, the City Engineer of the City of National City, California, has caused
notice of said vacation and closure to be posted in the manner specified by law; and
WHEREAS, the Planning Commission of the City of National City, California has
considered the proposed vacation and closure and has found and determined that the said,
proposed vacation and closure of a portion of 15t Street between National City Boulevard and
Kimball Park is in conformity with the City's adopted General Plan; and that said portion of
public right-of-way is not useful as a nonmotorized transportation facility, as defined in Section
887 of the Streets and Highways Code of California, and is not needed for present or
prospective public use; and
WHEREAS, the City Council has considered the Planning Commission's report
and recommendation, and the presentation of staff regarding the proposed vacation and
closure; and
WHEREAS, all things and acts necessary to be done as required by Part 3 of
Division 9 of the Streets and Highways Code of the State of California, in order to abandon said
portion of right-of-way have been done and accomplished; and
WHEREAS, a hearing was held on January 20, 2004, in the City Council
Chambers of the City of National City, at which time all persons interested in or objecting to the
proposed vacation and closure were afforded the opportunity to appear and be heard; and
WHEREAS, the City Council at said hearing, found, from all evidence submitted,
that said portion of public right-of-way is unnecessary for present or prospective public street
purposes, and is not useful as a nonmotorized transportation facility, as defined in Section 887
of the California Streets and Highways Code; and
WHEREAS, the City Council at said hearing further found that vacation and
closure of said portion of public right-of-way is in conformity with the adopted General Plan; and
WHEREAS, the proposed vacation and closure is categorically exempt from the
California Environmental Quality Act, since it will allow for infill development consistent with the
General Plan and will result in no significant environmental effects.

NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the Mayor and City Clerk are respectively authorized and directed to
execute and attest an Order to Vacate the above described portion of public
right-of-way reserving and excepting from the vacation, easements as described
below:
A. An easement to San Diego Gas and Electric for access to and
maintenance of existing gas facilities unless such facilities are abandoned
to the satisfaction of San Diego Gas and Electric Company.
The easement reserved and excepted shall include the right of ingress
thereto and egress therefrom, together with the right to maintain the said
easement free and clear of any excavation or fills, the erection or
construction of any building or other structures, the planting of any tree or
trees thereon, or the drilling or digging of any well or wells thereon,
together with the right to otherwise protect from all hazards the operation.
and use of any right hereby reserved. Upon written permission of the City
the owners of the underlying fee may utilize the above described parcel of
land for structures, approved plantings, the installation of privately owned
pipelines,; and/or other approved usages.
The easement reserved herein is in, under, over, upon, along and across
the northerly 15 feet of 15th Street between National City Boulevard and
Kimball Park more particularly described in Exhibit "A" attached hereto
and incorporated herein as though set forth in full.
2. That the vacation of the above described portion of public right-of-way is made
under the authority of Division 9, Part 3, Chapter 3 of the California Streets and
Highways Code.
3. That the vacation of the above -described portion of public right-of-way is made to
facilitate construction of a new public library.
4. That City Clerk is hereby authorized and directed to cause a certified copy of
subject order to be recorded in the office of the County Recorder of San Diego
County, pursuant Section 8325 of the California Streets and Highways Code.
5. That from and after the date that this Resolution is recorded, the above -described
portion of public right-of-way no longer constitutes a street, highway, or public
service easement.

Dear Mr. Diaz;
Thank you for the use of the city's portable stage and 200 folding chairs for our
graduation ceremony last year. We would again like to reserve the use of the portable
stage and 200 folding chairs at this year's graduation ceremony, which is scheduled for
June 18, 2004 at 9:30 a.m. We will need the stage and chairs for our graduation ceremony
practice scheduled for 10:00 a.m. on the morning of June 17, 2004 through the actual
ceremony on June 18, 2004.
Similar to last year, if you are able to set up the stage sometime on June 16th, we will
arrange for security for the night of June 16th and 17t.
I am requesting that the National City Council approve our request at their next Council
Meeting. We look forward to working with you in serving our community and our kids.

Explanation:
Jay Cleveland and the Church of Christ desire the installation of a traffic signal at the "T"
intersection of 8th Street and V Avenue. Mr. Cleveland has stated that church members
have been involved in traffic accidents on 8th Street adjacent to the church facility and
he believes that a traffic signal would be the solution to avoid further accidents.
As background, About nine years ago, the City installed flashing "pedestrian crossing"
warning beacons at this intersection. The installation of the beacons resulted from an
investigation of the area believed to be prompted by a traffic accident. The flashing
beacons were installed in an effort to alert motorists on 8th Street that pedestrians were
likely crossing at the V Avenue intersection. As part of the investigation, the City
evaluated the intersection for the possible installation of a traffic signal utilizing the
State's traffic signal warrants. A signal was not warranted at that time, and not
surprising the study also showed that most of the heavy traffic in the area was on
Sundays. The flashing beacons were installed in response to the pedestrian volumes
on Sundays.
Mr. Cleveland has hired Katz, Okitsu and Associates (traffic engineers) to again analyze
the intersection. Their traffic study showed that the State's warrants are now met. Mr.
Cleveland subsequently hired KOA to prepare construction drawings to install the traffic
signal at the intersection. According to KOA, the estimated cost for the installation of
the traffic signal is $105,000.00. Mr. Cleveland has paid all costs assoicated with the
plans.
According to Mr. Burton Myers, the now retired Director of Public Works/Engineering,
Mr. Cleveland was advised he could go ahead with the preparation of the plans and
specifications as long as they met City Standards, He was further informed that after
the signal was constructed, the maintenance for the signal would be taken over by the
City, but the cost of construction would be borne by the Church of Christ.
Mr. Cleveland attended the City Council meeting on January 21, 2004 and spoke about
the need for the traffic signal. Council directed that staff review the engineering report
prepared by KOA and to bring the issue back on a future agenda. Staff has reviewed
the traffic study and found that the warrants for a traffic signal are met. Mr. Cleveland
has now expressed that the Church of Christ is still willing to pay for the the cost of the
traffic signal, but now requests that City provide 50% of the funding.
If Council is willing to consider such a funding request, I recommend that staff fully
review the traffic signal plans for conformance to City standards, perform an
independent cost estimate for the project, and finally come back to Council with a report
detailing the cost impact and recommending allocation of funding for the project. If this
project moves forward with City funding, the plans and specifications and scheduling
must be turned over to the City for complete Public Works project management. This
includes the scheduling, competitive bidding, project management, and cost accounting.
In addition, some form of written agreement must be reached with the Church for the
cost sharing. This would also be a subject of the future Council report.
If the project is allowed to move forward without City funding, I recommend that staff
review the plans for conformance with City Standards, then issue a permit to a licensed -
insured contractor of the Church's choosing for the construction. We would then
provide inspection of the work in accordance with the permit. This would be much the
same as inspecting a traffic signal installation as part of a development project.

Gauchos pro soccer team to be the NATIONAL CITY GAUCHOS as we are very interested in having our home officially
be the beautiful city of National City. We plan to practice there, enhance our partnership with the Sweetwater School
district, promote National City when we travel from New York to Mexico and most importantly be proud to have National
City on our uniforms and be the first Professional Major League Sport to call National City HOME!!!
