ITEM TITLE: REQUEST FOR INSTALLATION OF PARKING SIGNAGE ON C
AVENUE BEWTEEN E. 30TH STREET AND E. 31ST STREET (BY
NATIONAL CITY PARKING ENFORCEMENT)

DISCUSSION:
National City Parking Enforcement informed City Engineering staff that residents are
illegally parking on the west side of C Avenue between E. 30th Street and E. 31st Street
by parking at an angle, rather than parallel to the edge of pavement. According to
Section 22502 of the California Vehicle Code, "Where no curbs or barriers bound any
roadway, right-hand parallel parking is required unless otherwise indicated." Parking
Enforcement asked if signage could be installed to provide guidance for the residents on
the appropriate manner of which to park.
Staff visited the site and observed several vehicles parked at an angle, with their
vehicles extending onto the unpaved shoulder (see attached photo). Since the roadway
is only 36 feet wide, angled parking cannot be accommodated without impacting traffic
circulation.
STAFF RECOMMENDATION:
Staff recommends installation of Parallel Parking Only" signs on the west side of C
Avenue between E. 30th Street and E. 31st Street to discourage angled parking and
provide guidance for residents.
