HomeMy WebLinkAboutExplanationExplanation On May 19, 2009, per Resolution No. 2009-103, City Council authorized the filing of a TDA/TransNet Bicycle, Pedestrian and Neighborhood Safety Program (BPNSP) grant for completion of the National City Bicycle Master Plan. On March 16, 2010, per Resolution No. 2010-34, City Council executed an agreement with the San Diego Association of Governments (SANDAG) accepting a TDA/TransNet BPNSP grant in the amount of $35,000 for completion of the National City Bicycle Master Plan, and committing $15,000 in local matching funds for a total project cost of $50,000. Also on March 16, 2010, per Resolution No. 2010-35, City Council executed an agreement with Alta Planning + Design to assist staff in preparation of the Bicycle Master Plan, including public outreach and education. The Bicycle Master Plan was prepared concurrently with the National City General Plan Update to ensure consistency between the two documents. Public outreach efforts included a series of joint public workshops with the General Plan Update in May 2010, a bike tour event in June 2010, creation of a project website, online and hardcopy public user surveys, and event notifications through the website, City email subscriber list, flyers, fact sheets and local papers. The "Draft" Plan was presented to the public on October 21, 2010, to City Council on November 23, 2010, and to SANDAG's Bicycle -Pedestrian Working Group on December 15, 2010. Comments were addressed in preparation of the "Final" Plan document. Adoption of the National City Bicycle Master Plan will allow staff to pursue grants and other funding opportunities to construct new bicycle facilities Citywide, as well as implement educational and encouragement programs. Upon adoption by City Council, staff will submit a copy of the "Final" Plan and Council Resolution to SANDAG for review and processing with the State of California. Staff recommendation is for City Council to adopt the National City Bicycle Master Plan and authorize submittal of the Plan to SANDAG for processing with the State of California.
