RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
ADOPTING THE NATIONAL CITY BICYCLE
MASTER PLAN, AND AUTHORIZING SUBMITTAL
OF THE PLAN TO THE SAN DIEGO ASSOCIATION
OF GOVERNMENTS FOR PROCESSING
WITH THE STATE OF CALIFORNIA
WHEREAS, on May 19, 2009, the City Council adopted Resolution No. 2009-103
authorizing the filing of a Transportation Development Act (TDA)/TransNet Bicycle, Pedestrian
and Neighborhood Safety Program ("BPNSP") grant for completion of the National City Bicycle
Master Plan (the "Plan"); and
WHEREAS, Resolution No. 2010-34 was adopted by the City Council on March
16, 2010, authorizing the Mayor to execute a Grant Agreement with the San Diego Association
of Governments ("SANDAG") accepting a TDA/TransNet BPNSP grant in the amount of
$35,000 for completion of the Plan and committing $15,000 in local matching funds for a total
project cost of $50,000; and
WHEREAS, on March 16, 2010, the City Council executed an agreement with
Alta Planning + Design, Inc., to provide planning and design services, including public outreach
and education for completion of the Plan; and
WHEREAS, the Plan was prepared concurrently with the National City General
Plan Update to ensure consistency between the two documents; and
WHEREAS, a draft Plan was presented to the public on October 21, 2010, to the
City Council on November 23, 2010, and to SANDAG's Bicycle -Pedestrian Working Group on
December 15, 2010, and comments were addressed in preparation of the final Plan document;
and
WHEREAS, adoption of the National City Bicycle Master Plan will allow staff to
pursue grants and other funding opportunities to construct new bicycle facilities citywide, as well
as implement educational and encouragement programs; and
WHEREAS, upon City Council approval, staff will submit a copy of the final Plan
and this Resolution to SANDAG for review and processing with the State of California.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
National City hereby adopts the National City Bicycle Master Plan.
BE IT FURTHER RESOLVED that the final National City Bicycle Master Plan
shall be submitted to SANDAG for processing with the State of California.
