Background:
The U.S. Department of Housing and Urban Development (HUD), in response to the
Quality Housing and Work Responsibility Act of 1998 (QHWRA), requires housing
authorities to prepare a Section 8 Public Housing Agency (PHA) Plan. The PHA Plan
concept is based on the consolidated planning process used for HUD's community and
development programs. Like the Consolidated Plan that is required by HUD for
jurisdictions using federal funds for housing and community development, the attached
plan provides a planning mechanism by which the Community Development
Commission (CDC) can examine its long-range needs and short term needs.
Specifically, the Plan identifies the needs of the families that it serves and develops both
long-term strategies (i.e. Five -Year Plan) and short-term strategies (Le. Annual Plan) for
addressing the needs.
The Annual Plan provides details about the CDC's immediate operations, program
participants, programs and services. This Plan also identifies the CDC's strategy for
handling operation concerns, resident's concerns and needs, programs and services.
The community and the Housing and Community Development Commission (HCDC)
committee, acting as the Resident Advisory Board, were given an opportunity to review
and comment on the proposed plan. No recommendation and comment were received
regarding the proposed plan.
