Mrs. Elodia Sanchez, resident of 1729 B Avenue, requested a blue curb
handicap parking space in front of her home. Mrs. Sanchez is disabled and has
difficulty walking due to problems with her knees. Mrs. Sanchez has a valid
Disabled Person Placard from the State of California Department of Motor
Vehicles.
Staff visited the site and observed that there is no parking available on the
property. Currently, there are no blue curb handicap parking spaces provided
nearby.
The City Council has adopted a policy, which is used to evaluate requests for
handicap parking spaces. The City Council Policy requirements for "Special
Hardship" cases are as follows:
1. Applicant (or guardian) must be in possession of valid license plates for
"disabled persons" or "disabled veterans". This condition is met.
2. The proposed disabled parking space must be in front of the applicant's
(or guardian's) place of residence. This condition is met.
3. The residence must not have useable off-street parking available or an off-
street space available that maybe converted into disabled parking. This
condition is met.
All work will be completed by City Public Works.
