At the request of a concerned parent, City staff met with Principal Beverly Hayes
of Olivewood School and Director of Early Childhood Programs for the pre-school
to discuss parking issues on the 2600 block of Highland Avenue. Currently
parents of the pre-school must enter the gated walkway on Highland Avenue to
check their children in and out. Therefore, parents try to park adjacent to the
school on the west side of Highland Avenue to avoid crossing Highland Avenue.
However, parking is not always available due to existing red curb and lack of time
restricted parking. The red curb was originally installed for a bus stop, which has
since been relocated.
Due to the lack of available parking adjacent to the school frontage, some
parents will park on the east side of Highland Avenue and attempt to cross mid -
block, which is challenging due to the number of lanes and vehicle speeds.
Based on staffs meeting with Ms. Hayes and Ms. Palet conversion of the red
curb and unrestricted parking to 15-minute time -restricted parking would create
more available parking and parking turnover for parents, while providing enough
time for them to check in/out their children with the pre-school.
Therefore, staff recommends the following traffic safety and parking
enhancements for the 2600 block of Highland Avenue adjacent to Olivewood
School and Pre -School:
1) Remove 85 feet of existing red curb "No Parking" since bus stop has been
relocated;
2) Install 160 feet of green curb, 15-minute parking, restricted from 8:00am to
6:00pm, Monday through Friday;
3) Install pedestrian barricades with "No Ped Crossing Use Crosswalk" signs
to deter mid -block crossings and direct pedestrians to use the lighted
school crossing at E. 28th Street.
All work will be completed by City Public Works.
