BLOCK OF HIGHLAND AVENUE ADJACENT TO OLIVEWOOD

DISCUSSION:
At the request of a concerned parent, City staff met with Principal Beverly Hayes of
Olivewood School and Director of Early Childhood Programs for the pre-school to
discuss parking issues on the 2600 block of Highland Avenue. Currently parents of the
pre-school must enter the gated walkway on Highland Avenue to check their children in
and out. Therefore, parents try to park adjacent to the school on the west side of
Highland Avenue to avoid crossing Highland Avenue. However, parking is not always
available due to existing red curb and lack of time restricted parking. The red curb was
originally installed for a bus stop, which has since been relocated.
Due to the lack of available parking adjacent to the school frontage, some parents will
park on the east side of Highland Avenue and attempt to cross mid -block, which is
challenging due to the number of lanes and vehicle speeds.
Based on staff's meeting with Ms. Hayes and Ms. Palet conversion of the red curb and
unrestricted parking to 15-minute time -restricted parking would create more available
parking and parking turnover for parents, while providing enough time for them to check
in/out their children with the pre-school.
STAFF RECOMMENDATION:
Staff recommends the following traffic safety and parking enhancements for the 2600
block of Highland Avenue adjacent to Olivewood School and Pre -School:
1) Remove 85 feet of existing red curb "No Parking" since bus stop has been
relocated;
2) Install 240 feet of green curb, 15-minute parking, restricted to M-F from 7am-
6pm;
3) Install pedestrian barricades with "No Ped Crossing Use Crosswalk" signs to
deter mid -block crossings and direct pedestrians to use the lighted school
crossing at E. 28th Street.

I agree with Beverly. Changing the curb to a loading/unloading zone will allow for more
parents to safely drop off their Preschool students.

It would be very helpful to our preschool parents to have the red curbing on Highland
Avenue by Olivewood School changed to a loading/unloading curbing.

On highland ave. between 24th st and 30th st, in front of the olivewood elementary school
yard, there used to be a bus stop. The bus stop was removed a few months ago but the curb
is still red'. The problem is that this is where the entrance to the pre-school is at and
there is always an issue with parking there. There never seems to be nearly enough
parking for the parents dropping off the children. This has caused many parenis Lo park
across the street and then try to run across the four lane road with their children
Please take off the red curb to create a little more parking, and maybe a 20 minute
stopping time would help there also because alot of cars park there that stay all day and
make it harder for the pre-school.
