American Emergency Products (AEP)/Soncell North America Company, is the largest
company of its kind in the Western United States and is based in San Diego County.
AEP was founded to fulfill a critical need for reliable emergency vehicles, and is the only
company that performs this type of work within the San Diego County area. It is
infeasible to transport the vehicles out of county to other vendors based on the cost of
transporting the vehicles, the cost of staff time which would be required in transporting
the vehicles out of county, and the additional time the vehicles would remain out of
service in having to go outside the county to initially perform the build out and for
subsequent maintenance needs.
The following local agencies use AEP for their build out of their vehicles: San Diego
County Sheriff, El Cajon Police Department, Escondido Police Department, Coronado
Police Department, Chula Vista Police Department, and La Mesa Police Department.
AEP has a long standing reputation within the law enforcement community of producing
a quality and timely product. AEP is the only builder of specialized police vehicles in San
Diego County; they are able to provide portal to portal service free of charge.
AEP has previously built police vehicles for the City of National City and understands
National City's police vehicle needs and compatibility requirements, this previous
experience allows AEP to build and expedite service and parts. The workmanship and
systems will continue to add uniformity and integration of systems to the Police fleet
which is important for police operations. Since AEP is the only builder in San Diego
County they are able to complete repairs or adjustments at their local facility in a timely
fashion, thus reducing the down time for the police department aging fleet.
The above facts support the following sections of the National City Municipal Code to
waive the bidding requirements and award the agreement to AEP/Soncell North
America as vendor.
Section 2.60.110 (B) of the National City Municipal Code allows the bid process be
waived when the competitive bidding is or would be impractical or impossible, or the
circumstances are such that no obvious, ascertainable advantage to the city could
result.
Section 2.60.220(B) of the National City Municipal Code allows that the commodity,
regardless of value, can be obtained from only one source. Sole source procurements
may be used when there is only one source from which a particular commodity is
available and there is no adequate substitute. Sole source procurement may also be
used when it is clear that competitive bidding will not produce any competitive
advantage or would be impractical or not meet an urgent City procurement need.
Section 2.60.220(C) of the National City Municipal Code states that the commodity or
service to be procured, regardless of value, is required to integrate with or be
compatible with existing furnishings, materials, systems, programs or equipment and
the procurement can be timely made from a manufacturer or supplier who previously
satisfactorily supplied the particular commodity or service.
