Per Resolution No. 2008-147, City Council adopted the 2008 Regional Transportation Improvement
Program of Projects (RTIP) for National City for fiscal years 2009 through 2013 resulting from a
November 2004 San Diego Countywide passing vote that approved the San Diego Transportation
Improvement Program Ordinance and Expenditure Plan (04-01) extension.
The TransNet Ordinance provides that the San Diego Association of Governments (SANDAG),
acting as the Regional Transportation Commission, approve a multi -year program of projects
submitted by local jurisdictions identifying those transportation projects eligible to use transportation
sales tax (TransNet) funds. As such, the City of National City was provided with an estimate of
annual TransNet local street and road revenues for the aforementioned fiscal year range.
The City of National City had a commercial note for the funding where the payment was deducted
from allocation, leaving the balance to be allocated to certain projects. Recently the City of National
City refinanced the commercial note, reducing the payment and thereby increasing the amount that
could be allocated to projects.
The City of National City has three projects subsidized by TransNet Funds with approximately
$687,000 to allocate for Fiscal Year 2011-2012. It is requested that Council approve a change in
the RTIP allocation for Fiscal Year 2012 as shown below:
1) Allocate $200,000 to Plaza Boulevard Widening (NC01)
2) Allocate $250,000 to Street Resurfacing Project (NC03)
3) Allocate $200,000 to Traffic Signal Install/Upgrade (NC04)
The remaining amount of $37,000 will remain unallocated without penalty or loss of funding and will
carry over to the next fiscal year.
If this resolution is approved and prior to the Friday, June 10, 2011, deadline, Engineering staff shall
make changes via SANDAG's ProjectTrak, a web -based budget tracking system. Once complete,
SANDAG's financial staff will review and submit to the SANDAG Board for adoption.
