ITEM TITLE: Resolution of the City Council of the City of National City approving an application for a $5 Million Statewide Park Program Grant Funds for improvements to Kimball Park with no required local matching funds and appropriating $16,000 to the 2011 Tax Allocation Bond Fund — Capital Improvement to use for preparation of technical support documents for the grant application request PREPARED BY: Din Daneshfar PHONE: 619-336-4387 EXPLANATION: DEPARTMENT: DSD/Fine APPROVE This resolution will allow City staff to apply for a Statewide Park Program grant avaiable through Proposition 84 (Safe Drinking Water Bond Act of 2006). This grant will apply for approximately $5 Million in funds for improvements to Kimball Park through the California State Parks Department. The improvements listed in the Final Environmental Impact Report for the General Plan Update will be a starting point for Kimball Park improvements. These improvements include 39 new parking spaces, 0.85 acres of new community garden plots, a recreational trail along Paradise Creek, a potential loaction for a farmer's market, a new permanent skate park, shading for Kimball Bowl, and vegetation enhancements within Paradise Creek. Two public workshops will be held to allow the community to provide input into the recreational elements that will be added to Kimball Park. These workshops are a requirement of the grant application. Following the completion of the public workshops, a concept plan will be prepared for inclusion in the grant application package. ENVIRONMENTAL REVIEW: An Environmental Impact Report has been prepared pursuant to the California Environmental Quality Act (SCH #2010051009) for the Comprehensive Land Use Update, which includes Kimball Park improvements as described above.
