COUNCIL AGENDA STATEMENT
BACKGROUND REPORT
The City of National City and National City Community Development Commission have been
working with Community Housing Works and Related Companies of California to develop a 201-unit
affordable housing transit oriented development project commonly referred to as Westside Infill
Transit Oriented Development (WITOD). The first phase of the WITOD is expected to break ground in
summer 2012. This first phase is planned where the Public Works yard now stands. Development of
this first phase includes 109 units of affordable housing, recreation space, and community facilities.
Before any development can begin, all Public Works functions must successfully be relocated to
comparable operating spaces.
Currently the Public Works department operates on 4.7 acres of land generally used as office
space, shop space, and yard space. Each individual Public Works function has unique requirements
to consider when determining an appropriate space to relocate.
The Public Works operations can be categorized by Street and Sewer Maintenance, Parks
Maintenance, Facilities Maintenance, Equipment Maintenance, Fleet Maintenance, and
Administration. Appropriate operating space required for each function is determined by: 1) shop
space needs, 2) outdoor storage needs, 3) equipment used, and 4) number of vehicles used. The
Public Works department owns approximately 80 vehicles which are stored on site, in addition to 6
non -Public Works vehicles also stored at the Public Works yard.
Relocation options include: 1) using properties owned by City of National City and the
Community Development Commission such as land in and around Kimball Park which includes
options like the Old Library at 200 E. 12th Street, 2) partnering with the Port of San Diego to use a
portion of their General services site on Tidelands Avenue, or 3) leasing space on other public land.
For the WITOD to break ground in the summer of 2012 to following timeline is recommended:
June 2011-September 2011: Analyze relocation options and present recommendation to City
Council.
October 2011-Decenber 2011: Prepare a relocation strategy and finalize all legal
documentation.
January 2012-March 2012: Complete any necessary tenant improvements or construction at
new facilty(ies).
April 2012-June 2012: Complete physical move of equipment and operations to new
location(s).
