HomeMy WebLinkAboutExplanationExplanation Mr. Leo Gantt, owner of 2421 E. Beta Street, requested a blue curb handicap parking space in front of his home. Mr. Leo Gantt has been living at this address with his brother Elbert Gantt since the 1970s. Both gentlemen have medical problems and have valid Disabled Person Placards from the State of California Department of Motor Vehicles. Staff visited the site and observed that there is one accessible parking space available on the property. However, since both residents are disabled it does not appear that an adequate number of accessible parking spaces are available on the property. Currently, there are no blue curb handicap parking spaces provided nearby. The City Council has adopted a policy, which is used to evaluate requests for handicap parking spaces. The City Council Policy requirements for "Special Hardship" cases are as follows: 1. Applicant (or guardian) must be in possession of valid license plates for "disabled persons" or "disabled veterans". This condition is met. 2. The proposed disabled parking space must be in front of the applicant's (or guardian's) place of residence. This condition is met. 3. The residence must not have useable off-street parking available or an off- street space available that maybe converted into disabled parking. Staff deferred to the Traffic Safety Committee as to whether or not this condition is met — since only one accessible parking space is provided on the property and two of the residents are disabled, the Traffic Safety Committee determined that there is a lack of accessible parking on the property and therefore, unanimously agreed that this condition is met. Since all three conditions of the City Council's Disabled Persons Parking Policy are met for this "Special Hardship" case, staff recommends installation of a blue curb handicap parking space with sign in front of the residence at 2421 E. Beta Street. All work will be completed by City Public Works. TSC 2011-13
