Resolution of the City Council of National City authorizing the Mayor to execute an Agreement with
URS Corporation for a not -to -exceed amount of $100,000 and authorize a 25% contingency amount
up to $25,000 to provide on -call Program Management staffing for the City's Bond/Capital
Improvement Program. (Various Capital Improvement Project funds, no General Funds)

This year's Capital Improvement Program currently has 46 projects, totaling over $28,000,000. The Capital Improvement
Program over 5 years totals $62,750,000. The Capital Improvement Program is funded by over 20 restrictive funding
sources, having specialized reporting and accountability requirements, and restricted use of the funds. Funding sources
include the 2011 Tax Allocation Bond, Federal and State Funding, Grants, and restrictive local funds. In order to keep on
schedule, be within budget and deliver the projects, the Development Services Department on August 16, 2011 informed the
City Council of its intent to solicit Request for Proposals for a Program Manager for the City's Bond/Capital Improvement
Program. On August 22, 2011, Request for Proposals were emailed to 114 firms, as wells as being posted on the City's
website. On September 6, 2011 ten proposals were received and a four -member panel reviewed the submitted proposals,
selecting three firms to interview for the project. After considering experience, costs to the City and ability to perform desired
services, URS Corporation was selected to provide Capital Improvement Management, including, but not limited to
scheduling, cost control, fund reconciliation and on and off site staff support.
S Corporation cost proposal is $100,000, as outline in the attached Agreement. Staff recommends approval of the
-,greement and requests a 25% contingency in the amount of $25,000 for unforeseen changes.

No financial impact at this time. Various Capital Improvement Projects will fund this agreement on an as needed
basis not exceeding the contract amount and amendments to such.
