On September 19, 2012 Governor Brown signed into law SB1186, a state -mandated local program which goes into effect on
January 1, 2013 and until December 31, 2018. The law imposes a $1.00 state fee on any applicant for a local business license
or a renewal and is to be collected by local government agencies. As the law applies to any licenses effective on January 1,
2013 or later, we will be notifying businesses at the end of December 2012 of the $1.00 increase in business licenses. This will
affect all applicants for a local business license or equivalent instrument or permit, or renewal thereof. Of the $1.00 the City will
retain $.30 for administrative processing. Due to the fact this is a fee and not a tax it will not require to go before the voters for
approval.
The purpose to the fee is to increase disability access and compliance with construction -related accessibility requirements and
developing additional resources for businesses to facilitate compliance with federal and state disability laws. The bill would
create a continuously appropriated fund, the Disability Access and Education Revolving Fund, for the deposit of funds to be
transferred to the Division of the State Architect, thereby making an appropriation.
