PI_ ANATION On December 18, 2012, the Council ordered the vacation of the rtherly 194 feet of the easterly 15 feet of' G' Avenue in association ,,with the construction of a proposed Social Security Administration office. The vacated area would allow for the expansion of the proposed parking lot so that it can accommodate emergency access vehicles and increased parking for customers. The fee ownership of the land underneath the former street ' right-of-way belongs to the City. In order to construct improvements upon this property the developer must either enter into an encroachment agreement with the City or purchase the property. The developer wishes to pursue the latter option due to Federal Government requirements. City Council Policy 901 establishes the procedure for the sale of surplus property. One of the first steps in the procedure is for the City Council to declare the property surplus and direct staff to sell it. The property does not meet minimum design standards for a buildable lot (e.g., width, lot size), and is a separate parcel immediately surrounded by parking and road uses. The property is not identified in the General Plan or other plans as being needed for any City development or improvement projects and would of greater benefit to an adjacent property now it is no longer right-of-way. Therefore, staff recommends that the property be sold in order to facilitate a project which will be a benefit to the community. Appraisal of the property will follow. FINANCIAL STATEkg.NT.
