MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
October 1, 2013
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:05 p.m. by Mayor / Chairman Ron Morrison'.
ROLL CALL
Council / Board members present: Cano, Morrison, Natividad, Rios.
Council / Board members absent: Alejandra Sotelo-Solis
Administrative Officials present. Dalla, Deese„, Duong, Manganiello, Parra,
Raulston, Roberts, Rodriguez,lva, Smith, Stevenson, Vergara, Williams.
Others present: Student Representatives Kane Giliego.
PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON
PUBLIC ORAL COMMUNICATIONS
James Slade appeared on behalf of the Employee Picnic Committee and
commented on the success of the event this year.
Lorena Dambois expressed appreciation for the Employee Picnic.
Maria Teresa Sevilla complimented the Employee Picnic.
Valerie Hash appeared on behalf of Junior Achievement, distributed a schedule
of events in National Cityand invited participation by City Officials.
Mr. Ben Adler asked for the opportunity to meet with Council Members to find a
resolution to issues related to his business.

ACTION: Motion by Natividad, seconded by Cano, to re -appoint
William Sendt to the Civil Service Commission. Carried by the
following vote, to -wit: Ayes: Cano, Morrison, Natividad, Rios. Nays:
None. Absent: Sotelo-Solis. Abstain:None.
Motion by Morrison, seconded by Cano, to re -appoint Nora
McMains to the Park, Recreation & Senior Citizens' Advisory
Committee. Carried by the following vote, to -wit: Ayes: Cano,
Morrison, Natividad, Rips. ' Nays: None. Absent: Sotelo-Solis.
Abstain: None.
Motion by Morrison, seconded by Cano, to extended. Jim Grier's
term to 2016 on the Park, Recreation & Senior Citizen's Advisory
Board. Carried by the following vote, to -wit: Ayes: Cano, Morrison,
Natividad, Rios. ` Nays: None. Absent: Sotelo-Solis. Abstain:
None.
Motion by, Morrison, seconded ;, by Rios, to re -appoint Claudia
Torres(Teri Expires: 2014), Manuel Cavada and Carolyn StClair
(Terms Expire: 2015) and. William Vircf is (Term Expires: 2016) to
the Public Art Committee .":Carried by the following vote, to -wit:

Sotelo-Solis Abstain: None.
Motion by`Morrison, seconded by Cano, to re -appoint Christopher
Coyote`: and Arlito Reclosado to the Traffic Safety Committee.

CONSENT CALENDA
ADOPTION OF CONSENT CALENDAR. Item No. 2 (Minutes), Item Nos. 3

Nos. 9 and 10 (Warrant Registers). Motion by Natividad, seconded by Cano, to
pull Item Nos. 6, 7 and 8, and to approve the remainder of Consent Calendar.

6. Resolution No. 2013-143. THE RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY APPROVING AN AMENDMENT TO
THE SALARY SCHEDULE FOR THE MUNICIPAL EMPLOYEES
ASSOCIATION EMPLOYEE GROUP TO INCLUDE A SALARY BAND
FOR THE NEWLY CREATED CLASSIFICATION OF ACADEMIC AND
ENRICHMENT PROGRAMS COORDINATOR AT $4,261 — $ 5,180
MONTHLY (RANGE 124). (Human Resources)

THE CITY OF NATIONAL CITY AND CLAIMS MANAGEMENT

SEWER SAN DIEGO AREA WASTEWATER MGMT DIST (906-1-8)
11. Resolution No. 2013-145. RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF NATIONAL CITY SUPPORTING THE CREATION OF A
REGIONAL WATER REUSE PLAN FOR NEW AND LOCAL
DIVERSIFIED WATER SUPPLY WHICH WILL HELP MAXIMUM
OFFLOADS OF EFFLUENT THROUGH THE POINT LOMA
WASTEWATER TREATMENT PLANT, (FLWTP) OCEAN OUTFALL.
THIS WILL ASSIST THE CITY OF SAN DIEGO IN THE APPLICATION
PROCESS FOR A NEW OR MODIFIED PERMIT TO CONTINUE TO
OPERATE THE (PLWTP) AT ADVANCED PRIMARY THUS MINIMIZING
THE COST OF OPERATIONS FOR SAN DIEGO= AND ALL OF THE
PARTICIPATING AGENCIES INCLUDING NATIONAL CITY. (Public
Works)
RECOMMENDATION: Adopt Resolution supporting the development of a
Regional Water Reuse Plan.
TESTIMONY: Greg Humara, Metro Wastewater JPA Technical
Committee responded to questions.
ACTION: Motion by Natividad, seconded by Cano, to adopt the
Resolution. Carried by the following vote, to -wit: Ayes: Cano,
Morrison, Natividad, Rios. Nays: None. " `Absent: Sotelo-Solis.

12. Resolution No. "2013-'146 RESOLUTION OF THE CITY COUNCIL OF
HE CITY OF NATIONAL CITY ADOPTING BY LAWS FOR THE CITY
OF NATIONAL CITY. CIVIL SERVICE COMMISSION. (Human
Resources)
RECOMMENDATION: Adopt by laws for the City of National City Civil
Service Commission as proposed.
TESTIMONY: None.
ACTION: Motion by Cano, seconded by Rios, to adopt the
Resolution' with clarification that the Commission operates under
Rosenberq"s Rules of Order. Carried by the following vote, to -wit:

NEW BUSINESS
TEMPORARY USE PERMITS 2013 (203-1-29)
13. Temporary Use Permit — 5th Annual Health & Wellness Fair hosted by
Paradise Valley Hospital and The National City Times on November 2,
2013 from 10 a.m. to 3 p.m. at 2400 E. 4th Street with no waiver of fees.
(Neighborhood Services)
RECOMMENDATION: Approve the Application for a Temporary Use
Permit subject to compliance with all conditions of approval with no waiver
of fees.
TESTIMONY: Ditas Yamane, l ational City, responded to
questions.
ACTION: Motion by Cano, seconded by Rios, to approve staff
recommendation. Carried bythe following vote, to -wit: Ayes: Cano,
Morrison, Rios. Nays: Natividad. Absent: Sotelo-Solis. Abstain:
None.
COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
NO AGENDA ITEMS
STAFF REPORTS''
Housing and Grants Manager Alfredo Ybarra and Finance Director Mark Roberts
reported that the initial: impacts of the Federal Government shutdown on City
operations and programs has been minimal.
Finance Director Roberts reported that staff is reviewing the potential impacts of
the new California minimum wage legislation.
Emergency Services Director Frank Parra advised that a touring exhibit from
New York City'Fire Department Ladder Truck 152 will be escorted through the
City on its way to the Miramar Air Show.

14. Discussion of when to hold annual State of the City address. (Council
initiated)
ACTION: Motion by Natividad, seconded by Rios, to continue the
item until all members are present. Motion failed by the following
vote, to -wit: Ayes: Natividad, Rios. Nays: Cano, Morrison. Absent:
Sotelo-Solis. Abstain: None.
There was discussion regarding issues related to the State of the
City Address. No action was taken.
Vice Mayor Natividad thanked everyone involved in putting on the
Employee Picnic and said it was a nice event.
Council Member Rios thanked the public for their patience during the
meeting and asked staff to set-up a City Council workshop.
Mayor Morrison spoke about all the improvements at Sweetwater High
School and the October 11th dedication of the new football and track field,
the new scoreboard and welding shop and other improvements. The
Mayor also complimented the employee picnic committee.
