ABREAI,,I) PREPARED BY: STEPHEN MANGANIELLO, CITY ENGINEER DISCUSSION: Mr. Ivan Abreu, representative for 7-Eleven located at 1539 Highland Avenue, has requested installation of "KEEP CLEAR" pavement markings on E. 18t Street in front of the 7-Eleven driveway to improve ingress and egress for customers. Mr. Abreu has indicated that drivers trading south on Highland Avenue cannot make a left tum directly into the 7-Eleven driveway on Highland Avenue due to the 2-foot raised median. Therefore, they must tum Ieft onto E. 16th Street, then Ieft again into the other 7-Eleven driveway on E. 16th Street. When vehicles traveling west on E. 16th Street are queued at the traffic signal, both ingress and egress to the property are temporarily blocked. staff vesetea the site and observes these conditions during peak traffic periods. Given the proximity of the driveway in question to Highland Avenue, sty` age that installation of "KEEP CLEAR" pavement markings would not only Improve ingress and egress to 7-Eleven, but would also reduce the potential for vehicles to queue into the intersection of Highland Avenue and E. 18th Street. in order to provide vehicle storage for the w ibourg! tum Ian! on E. ie staff recommends restriping to extand the Ieft tum lane east of the "KEEP CLEAR' area, then transition to a new two-way left tum lane for the remainder of the block to °I' Avenue. The two-way Ieft tum lane will also provide a refuge for drivers attempting to turn Ieft into other driveways along the block. STAFF RECOMMENDATION: Staff recommends the following improvements to enhance safety and comes on E. 16a' Street between Highland Avenue and'r Avila: 1. Install °KEEP CLEAR' pavement markings with aigna a on E. 16th Street In front of the 7-Eleven driveway (property address is 1539 Highland Avenue) to improve ingress and egress for customers, and reduce the potential for vehicles to queue Into the intersection of Highland Avenue and E. 16th Street. 2. Restripe E. 18th Street to extend the westbound Ieft tum lane east of the KEEP CLEAR" area, then transition to a new two-way Ieft turn lane for the remainder of the block to °I° Avenue. EXHIBITS: 1. Customers are having a hard time entering & exiting our store given traffic congestion, and we'd like to see if a'keep clear' posting would be possible there.
