ITEM TITLE:
Resolution of the City Council of the City of National City authorizing the acceptance of additional
grant funding from the FY 2011 Operation Stonegarden Program in the amount of $85,163,
authorizing the Chief of Police to execute Amendment No. 3 to the Agreement for the award of the
grant funds, and authorizing the establishment of fund appropriations and a corresponding revenue
budget.

EXPLANATION:
On June 5, 2012, the City Council passed and adopted Resolution No. 2012-116 authorizing the
acceptance of $90,203 from the U.S. Department of Homeland Security via the FY 2011 Operation
Stonegarden (OPSG) Program and the Chief of Police to execute Amendment No. 1 to the Agreement.
The acceptance and execution of Amendment No. 2 to the Agreement for the FY 2012 OPSG grant was
passed and adopted by Resolution No. 2013-49. On November 8, 2013, the San Diego County
Sheriffs Department, who serves as the Fiscal Agent for the grant, informed the National City Police
Department that it would be receiving an additional $85,163 in grant funding from the FY 2011 OPSG
Program to purchase two fully -equipped turn -key police vehicles. The police department's participation
in the OPSG Program is governed through a Memorandum of Agreement with the San Diego County
Sheriffs Department. The OPSG Program is a reimbursable grant. The OPSG Program is designed to
enhance law enforcement preparedness and operational readiness along the land and water borders of
the United States and to address cross -border crimes in the region..

The FY 2011 Operation Stonegarden grant does not require a match or in -kind contribution.

STAFF RECOMMENDATION:
Staff recommends that the City Council accept the additional grant funds via the FY 2011 Operation
Stonegarden Program and authorize the Chief of Police to execute Amendment #3 to the Agreement.
