ITEM TITLE: Resolution of the City Council of the City of National City authorizing the submittal of an application to the California State Department of Housing and Community Development for $1,000,000 and authorizing the Mayor to execute a Standard Agreement if selected for such funding, any amendments thereto, and any related documents necessary to participate in the CalHome Program. EXPLANATION: DEPARTMENT: APPROVED Grants, & Asset The California Department of Housing and Community Development ("HCD") has issued a Notice of Funding Availability ("NOFA") for the CalHome program established by Chapter 84, Statutes of 2000 (SB 1656 Alarcon), and codified in Chapter 6 (commencing with Section 50650) of Part 2 of Division 31 of the Health and Safety Code (the "statute"). Pursuant to the statute, HCD is authorized to approve funding allocations utilizing monies made available by the State Legislature to the CalHome program, subject to the terms and conditions of the statute and the CalHome Program Regulations adopted by HCD in April 2004. Staff recommends submitting an application to obtain from HCD an allocation of CalHome funds in the amount of $1,000,000 for existing homeownership programs aimed at assisting low- and very low-income households. The City has not applied for CalHorne funds before. FINANCIAL STATEMENT: APPROVED: J Finance ACCOUNT NO. To be determined if funds are granted. APPROVED: MIS 'No General Funds will be used. Funding is provided through State CalHome funds. Staff expects to expend the funds within two years of receipt of award. ENVIRONMENTAL REVIEW: The 2010 CalHome application does not include the potential for a significant environmental effect, and therefore is not subject to the California Environmental Quality Act (CEQA) ORDINANCE: INTRODUCTION: FINAL ADOPTION: STAFF RECOMMENDATION: Approve the Resolution.
