RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT
WITH SOUTHERN CALIFORNIA SOIL & TESTING, INC., FOR A
NOT -TO -EXCEED AMOUNT OF $300,000 TO PROVIDE ON -CALL
PROJECT SUPPORT SERVICES FOR NATIONAL CITY'S CAPITAL
IMPROVEMENT PROGRAM (CIP), INCLUDING, BUT NOT
LIMITED TO, GEOTECHNICAL, SOILS AND MATERIALS TESTING
WHEREAS, the City's current 5-Year CIP is projected to deliver over $60 million
in major public improvements, such as corridor enhancements for traffic calming, pedestrian
and bicycle safety, and smart growth redevelopment; road diets and complete streets; safe
routes to school; traffic signal modifications; street lights; sewer replacement and upsizing;
storm drain improvements and implementation of Low impact Development ("LID'') measures for
treatment of urban runoff; Americans with Disabilities Act ("ADA') enhancements; park
amenities; mechanical, electrical and air conditioning ("HVAC") upgrades to City -owned
buildings; and affordable housing projects, including infill transit -oriented development; and
WHEREAS, in order to design, manage and deliver these projects on schedule
and within budget, the Department of Engineering and Public Works advertised a Request for
Qualifications ("RFQ") for various engineering and construction support services on January 27,
2014, and received approximately 70 Statement of Qualifications ("SOQs") from various firms;
and
WHEREAS, based on the strength of their SOQ and interview, staff recommends
executing an agreement with Southern California Soil & Testing, Inc., for a not -to -exceed
amount of $300,000, to provide on -call project support services for National City's CIP projects,
including, but not limited to, geotechnical, soils and materials testing. The Agreement is on file in
the office of the City Clerk.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
National City hereby authorizes the Mayor to execute an agreement with Southern California
Soil & Testing, Inc., for a not to exceed amount of $300,000 to provide on -call project support
services for National City's Capital Improvement Program ("CIP"), including, but not limited to,
geotechnical, soils and materials testing.
