This AGREEMENT is made the First day of February 2002, between National City
(hereinafter referred to as the "City") and the County of San Diego (hereinafter referred to as
"County") who agree as follows:
1. The County will pick up mail daily Monday through Friday from the City, at 1243
National City Boulevard, National City, California, 91950, at approximately 3:15 p.m.
2. The County Mail Center will process all mail on the day that it is picked up. The mail
will be sent to the U.S. Postal Service that same day.
3. All mail qualifying for automation rates up to two ounces will be metered at the
applicable rate for presorted first class mail as determined by the U.S. Postal Service
and processed through the barcode sorter. Any pieces that have failed to receive a
barcode after processing through the barcode sorter will be metered up to the first class
rate and billed at the fully paid first class determined by the U.S. Postal Service.
4. A processing fee of $.0318 will be charged for all pieces processed through the barcode
sorter.
5. All mail that weighs over two ounces or is otherwise unable to be processed through
the barcode sorter will be metered at the fully paid first class rate as determined by the
U.S. Postal Service. A metering fee equal to 10.61 percent of the total postage cost for
these pieces monthly will be applied.
6. Document service will provide quotes for printing services on a case -by -case basis
within three business days of receiving a request.
7. Document services will provide quotes for Records Management services on a case -by -
case basis within five business days of receiving a request.
8. Billing for these services will be prepared monthly by the County and sent to the City
for payment, terms net 30 days. Remittance will be sent to:

9. This Agreement may be terminated by one or the other parties with 30-day written
notice to the other party.
10. The County shall defend, indemnify, protect and hold the City and its agents, officers
and employees harmless from and against any and all claims asserted or liability
established for damages or injuries to any person or property, including injuries to the
County's employees, agents or officers which arise from or are connected with or are
caused or claimed to be caused by the acts or omission of the County, its agents,
officers, or employees, in performing the Agreement or services herein; provided,
however, that the county's duty to indemnify and hold harmless shall not include any
claims or liability arising solely from the City negligence or from the misconduct of the
City, its agents, officers and employees.
11. The City shall defend, indemnify, protect and hold the County and its agents, officers
and employees harmless from and against any and all claims asserted or liability
established for damages or injuries to any person or property, including injury to City's
employees, agents, officers or employees, which arise from or are connected with or
are caused or claimed to be caused by the acts or omissions of the City, and its agents,
officers or employees, in performing the Agreement or services herein, provided,
however, that the City's duty to indemnify and hold harmless shall not include any
claims or liability arising solely from the County's negligence or from the misconduct
of the County, its agents, officers or employees.

Situation
The City's existing postage machine for outgoing mail is over 15 years old and overdue for
replacement. In addition, new postal regulations effective January 1, 2002, require the City to
acquire a new postage meter (a separate piece of equipment) to allow telephonic
replenishment of postage. Our existing meter can no longer be replenished at the post office.
Purchase of a new postage machine and leasing of a new postage meter should be done at the
same time. The cost associated with that course of action is as follows:
1. Purchase new processing machine $12,545 (approximately)
2. Lease of new postage meter $1,074 per year
3. Maintenance of machine and meter $1,219 per year (approximately)
Alternative Course of Action
The County of San Diego provides mail -processing services to other jurisdictions. Agencies
that use the County service include the City of Chula Vista, the City of Carlsbad, and the San
Diego Housing Authority.
Through a cooperative agreement, the County will pick up, meter, sort and deliver the City's
outgoing mail to the Central Post Office on a daily basis at a nominal cost. The benefit to the
County is that they experience the economy of scale and volume discounts by processing
larger quantities of mail.
The City also benefits from volume discounts we would otherwise not receive, and mail being
more accurately metered and presorted for lower cost and faster delivery.
Recommendation
Considering the options available to the City for processing mail, it is my recommendation
that we enter into an agreement with the County to utilize their service for the following
reasons:
1. The agreement can be terminated at any time.
2. There is no capital cost to the City.
3. It eliminates the necessity to purchase a new postage machine (one time cost of
$12,545) and the cost to lease and maintain our own equipment ($2,293 per year).
4. Postage cost should be unchanged or reduced (Carlsbad saves an estimated $3,453 per
year).
5. The time currently used to process and transport mail can be redirected to other tasks.
6. The space currently taken up the by the existing postage processing equipment could
be put to better use.

RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
AUTHORIZING THE MAYOR TO EXECUTE
AN AGREEMENT BETWEEN THE CITY OF
NATIONAL CITY AND THE COUNTY OF SAN DIEGO
FOR MAIL PROCESSING SERVICES
WHEREAS, the City's existing postage meter machine for outgoing mail is
overdue for replacement and is incapable of complying with the new postal regulations that
became effective on January 1, 2002; and
WHEREAS, the City desires to employ a consultant to provide mail processing
services for the City; and
WHEREAS, the City has determined that the County of San Diego is qualified
by experience and ability to perform the services desired by the City, and the County of San
Diego is willing to perform such services.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
National City hereby authorizes the Mayor to execute an agreement with the County of San
Diego to provide mail processing services for the City. Said Agreement is on file in the office
of the City Clerk.

Situation

Subject: Orientation — Mail Preparation
Starting in approximately the third week in February, outgoing City mail will be picked
up, processed, and delivered to the post office by the County of San Diego Mail
Services Department.
This contracted service should result in cost savings and other efficiencies in our mail
handling process. Prior to beginning the service, it will be necessary for mail handling
personnel to have a brief orientation. A meeting has been scheduled for:
February 7, 2002, at 10:00 a.m.

present. The orientation should be relatively short — less than an hour. Prior to the

County Mail Services - Starting Date
On February 7, 2002, representatives from County Mail Services (CMS) held a brief meeting at City Hall to discuss
processing outgoing mail for the City. They provided an overview of their services, advised on how mail should be
prepared, and answered questions.
Please be advised that as of Wednesday, February 13, 2002, County Mail Services will begin processing our mail. Please
drop off all outgoing mail in the City Clerk's Office by 2:45 p.m. The County will pick up mail promptly at 3:00 p.m.
Please remember to separately bundle all unsealed (envelope flaps down) and sealed mail. Larger envelopes should also
be separated and sealed. Foreign mail should be marked "foreign" and be put with the larger envelopes. Mail that has a
stamp on it should also be sealed, and separated.

Preparing U. S. Mail
The County's Mail Center provides all U.S. mail services for County departments. The following guidelines
will enable us to handle your U.S. mail in an efficient and expeditious manner. Please adhere to the
following guidelines. If you have any questions please call us.
Separation of Mail - Mail needing postage should be separated into three groups.
• REGULAR (Normal business envelopes) Regular size envelopes (#9 or #10)
Volumes of 200 or more should be placed in trays provided by the
mail center. Smaller volumes should be banded to keep them
together. You can seal the envelopes or the mail center can seal
them at the time the are metered. Please separate the sealed
envelopes from the unsealed.
• LARGE ENVELOPES 6" x 9" or larger
All large envelopes must be sealed and separated from the regular size
envelopes. All mail going to a foreign country, including #9 & #10
envelopes, should be marked "foreign" and put with this group.
• Already stamped envelopes,
Mail that has a stamp on it must be separated and sealed. The County
bears no responsibility for personal mail.
The sender may request the of mail service level desired for the mail piece, e.g. 1st class, 2nd class. If not
designated all mail will be sent first class mail or by the most appropriate class as determined by the Mail
Center staff.
The mail center offers all special services provided by the U.S. Postal Service. These services include
overnight express mail, certified and registered. Any mail requiring these services should be banded,
separated and put with the large envelopes. Rules for the preparation of these mail pieces is outlined
further in this guide.

Addressing U.S. Mail
The Mail Center uses state of the art processing equipment to help speed mail through the U.S. Postal
Service delivery process. Postage discounts are received for all mail successfully bar coded through our
barcode sorter. This holds postage costs down for all county departments. Following are guidelines to use
when addressing your mail. This will assist the County in receiving all postal discounts available.
• Type address in all capitals letters, no handwriting.
• Complete address, use zip code.
• Avoid overlaping or characters.
• Leave one space between words and number.
• Do not punctuate (EXCEPT the hyphen in the Zip+4 code).
• Preferred font is Courier 10 or 12 point.
• DO NOT write anything below the City, State, Zip Code Line.
If you are contemplating creating a new or changing an existing mail piece, Document Services staff would
be happy to help you design your new mail piece. Document Services works closely with the Postal
Service in all areas of mail piece design. If you have any questions concerning mail piece design or any

Special Services
The Mail Center offers all special services which are provided by the U.S. Postal service. These services
include overnight express mail, certified, insured and registered. These services are provided for postage
fees only for departments processing their regular U.S. mail through the Mail Center.
• Certified mail is used to show proof of delivery of the mail piece. Also, if the piece is lost in the
system it can be traced using the article number. Certified mail is for domestic first class mail only.
o A green sticker marked certified mail must be attached to the front of the mail piece.
o A U.S.P.S. (Form 3811) green retum receipt card is completed on both sides and attached
to the back of the mail piece by the sender.
o If the piece is foreign a pink card U.S.P.P. (Form 2865) is used. The card may be attached
to the front of the piece on larger envelopes or packages.
• Insured mail is used for parcels. Insured mail can be used for either first or third class mail. Third
class parcels are commonly referred to as Parcel Post. For a small fee, insurance is purchased
and if the piece becomes damaged or lost the insurance covers that loss. When requesting this
service the sender must notify the Mail Center of the value of the contents of the parcel
o A blue sticker marked "insured mail" is attached to the parcel.
o A U.S.P.S. (Form 3811) green return receipt card is completed on both sides and attached
to the mail piece by the sender.
• Registered mail is used for mail that the sender deems critical. Mail is delivered and signed for by
the addressee. Registered mail should be used for all mail with contents that are financially
negotiable. If the piece is not of financial value this service may still be used if the sender wants to
use the postal services' most secure method of delivery. When requesting this service the sender
must notify the Mail Center of the value of the contents if applicable.
o A red sticker marked registered is applied to the piece by the mail center.
o A U.S.P.S. (Form 3811) green return receipt card is completed on both sides and attached
to the mail piece by the sender.
• Express mail is an overnight service provided by the Postal service. A special label is required for
this mail piece. Some areas may require a two-day delivery time frame. Please call the mail center

Subject: Request for Review of Contract — Outgoing City Mail
We have been considering an arrangement that would result in all outgoing City
mail being processed by the County of San Diego through their central mail
system. The contracted service is something the County makes available to other
jurisdictions. The need to replace our postage processing equipment makes it
prudent to utilize the County service on an interim or "trial" basis.
The attached contract will initiate use of the County service by the City. Please
review it as to form and suggest any necessary changes.

LERTTER OF AGREEMENT
This ACREEMENT is made the First day of October 2001, between National City [here in after
referred to as the "City" and the County of San Diego there after referred to as "County"' who
agree as follows:
1. The County will pick up mail daily Monday - Friday from the City, at (address) at
approximately 3! 15pm.
2. The County Mail Center will process all mail on the day that it is picked up. The mail will
be sent to the U. S. Postal Service that same day,
3. All mail qualifying for automation rates up to two ounces wilt be metered at the applicable
rate for presorted first class mail as determined by the U.S. Postal Service and
processed through the barcode sorter. Any pieces that have failed to receive a barcode
after processing through the barcode sorter will be metered up to the first class rate and
hilted at the fully paid first class rate as determined by the U. S. Postal Service.
4. A processing fee of $.0318 will be charged for all pieces processed through the Barcode
softer.
5. All mail that weighs over two ounces or is otherwise unable to be processed through the
Barcode sorter will be metered at the fully paid first class rate as determined by the U. S.
Postal Service. A metering fee equal to 10.61 percent of the total postage cost for these
pieces monthly will be applied.
6. Document Service will provide quotes for printing services on a cases by case basis within
three business days of receiving a request.
7, Document Services will provide quotes for Records Management services on a ease by case
by case basis within five business days of receiving a request.
8. Billing for these services will be prepared monthly by the County and sent to the City for

NATIONAL CITY
COUNTY OF SAN DIEGO
MAIL SERVICES AGREEMENT
This AGREEMENT is made the day of 2001, between National City [here in
after referred to as the "City"] and the County of San Diego [here after referred to as "County"]
who agree as follows:
1. The County will pick up mail twice daily from the City, At approximately ????
2. The County Mail Center will process all mail on the day that it is picked up. The mail will
then be sent to the U. S. Postal Service that same day.
3. All mail qualifying for automation rates up to two ounces will be metered at the applicable
rate for presorted first class mail as determined by the U.S. Postal Service and then
processed through the barcode sorter. Any pieces that have failed to receive a barcode
after processing through the barcode sorter will be metered and billed at the fully paid first
class rate as determined by the U. S. Postal Service.
4. A processing fee of $.0309 per piece will be charged for all pieces processed through the
Barcode sorter
5. All mail that weighs over two ounces or is otherwise unable to be processed through the
Barcode sorter will be metered at the fully paid first class rate as determined by the U. S.
Postal Service. A metering fee equal to 10 percent of the total postage cost for these
Pieces monthly will be applied.
6. Billing for these services will be prepared monthly by the County and sent to the City for
payment, terms net 30 days. Remittance will be sent to:

agreement may be terminated by one or the other parties with 30 day written notice to

8. The COUNTY shall defend, indemnify, protect and hold the CITY and its agents, officers
and employees harmless from and against any and all claims asserted or liability established
for damages or injuries to any person or property, including injuries to the COUNTY'S
employees, agents or officers which arise from or are connected with or are caused or claimed
to be caused by the acts or omission of the COUNTY, its agents, officers, or employees, in
performing the Agreement or services herein; provided, however, that the COUNTY'S duty
to indemnify and hold harmless shall not include any claims or liability arising solely from
the City negligence or from the misconduct of the CITY, its agents, officers and employees.
9. The City shall defend, indemnify, protect and hold the COUNTY and its agents, officers and
employees harmless from and against any and all claims asserted or liability established for
damages or injuries to any person or property, including injury to CITY'S employees, agents,
officers or employees, which arise from or are connected with or are caused or claimed to be
caused by the acts or omissions of the CITY, and its agents, officers or employees, in
performing the Agreement or services herein, provided, however, that the CITY'S duty to
indemnify and hold harmless shall not include any claims or liability arising solely from the
COUNTY'S negligence or from the misconduct of the COUNTY, its agents, officers or

Postage Meter and Machine Upgrade
Meter: The Post Office (PO) has decertified our postage meter, which makes
upgrading mandatory. The new 'postage -by -phone' meter that the Post Office is
promoting would cost $89/month plus tax, and allow you to add postage to your
machine without making trips to the Post Office (an advantage to you and to the
Post Office). It is made by Pitney Bowes (PB), based on regulations established
by the PO. We currently rent our meter from PB (no one is allowed to own their
own meter since they are controlled by the PO). We pay meter charges
quarterly, and any pre -payments we've already made would be pro -rated and
credited back to our account when we upgrade.
Machine: Your existing machine would be compatible with the new meter,
however it is 15 years old, doesn't seal properly, and is too noisy to consider
putting in the Clerk's office (as you'd like to do). We own the current machine,
but have the option of buying or leasing a new one. PB's Galaxy 180 Automatic
is the machine recommended for use with the new meter. The recommendation
is based on your needs and usage patterns. PB does not recommend the next
machine 'up', since it is primarily meant for higher volume, and more 'flats' than
you currently deal with. The proposed machine has the same footprint as your
current one, but has a lower profile. It's rated for a 5-year life span (but so was
the one you've been using for 15 years). It would be available 30 days after
receipt of the order. See pricing options below.
Maintenance: Our current maintenance agreement is paid through 1/31/01, but
any unused amount would be pro -rated and credited back to our account if we
upgrade. A full service maintenance agreement (including all parts, labor and
on -site service), would cost $1219/year if we BUY the machine, or $122/month
($1464/yr) if we LEASE the machine (plus tax on either option).
Vendor Selection:
Pitney Bowes manufactures, services and sells their own equipment. They do
not have distributors or dealers. They are the only U.S. manufacturer of postage
machines that I am aware of. The only other machines available, are
manufactured overseas.
Advantages of the PB machine:
■ They've been in business since 1920
• We have first hand experience with their quality and service levels since
we've owned their postage machine for 15 years.
• You can reset postage by phone
• The exclusive `weigh -on -the -way' feature weighs and posts assorted sizes
and weights automatically, as opposed to manually sorting like sizes and
weights, prior to posting.
• They use all new parts for their repairs
• The exclusive `auto -date -changing' feature (monthly, daylight savings, leap
year) prevents erroneous postings that would require items to be re -posted
• Can track postage by department.
• State GSA pricing is available from Pitney Bowes which provides a discount
of $1882.
• Requires standard 110v electricity with no dedicated line
• No delivery, set-up or training fees.
Concerns with buying/leasing an import:
• Parts availability
• Quality: Imports are not held to the same quality standards as U.S.
manufactured products.
• We wouldn't get the exclusive features available only from the PB machine.

Recommendation:
Due to the exclusive features available only on the PB machine, I have no
problem declaring them sole source. I don't think we want to risk possible
problems with parts or quality associated with imports, plus we qualify for a state
discount on the PB machine.
The first thing you need to decide is whether to purchase or lease. Purchasing is
the cheapest way to go in the long run, and we have a 15 year track record with
ownership of our current machine. We'd pay it off, then it would be 'free' for
each subsequent years' usage. Leasing would allow you to spread the costs
over several years, and provide the option to keep or trade in the equipment at
the end of the lease. We'd own the equipment at the end of the lease term, but
you pay more for the machine and the maintenance when you lease.
When you are ready to proceed, send me a Requisition, and I will coordinate the
acquisition for you.

To: Manually Reset Electronic Postage Meter Users
This letter is important to you if you bring your electronic meter into your local post office to add new
postage. The Postal Service is retiring all manually reset electronic postage meters. The retirement of
aN manually reset electronic postage meters is the second phase of a plan that began in 1995 in
cooperation with the authorized meter manufacturers. The first phase removed atl mechanical postage
meters. Future phases wit retire all "letterpress" (electro-mechanical) postage meters that lack
adequate security to protect postal revenue.
On May 1, 2000, a Federal Register notice was published announcing our plans and reasons. The
purpose of this letter is to notify you of the timetable for the retirement of your manually reset electronic
postage meter. After the retirement date, your meter will no longer be authorized for use as a postage -
evidencing device. electronic meters that are reset remotely (via telephone) are not being withdrawn
from use at this time. However, we are currently working with the meter manufacturers to effect a
migration plan to a total digital technology metering system for the future.
To ensure that all maulers using a manually reset meter have adequate time to convert to a remote
reset meter, the PoSt:ai Service has established the following timetable for the transition:
If your lease, contract. or rental agreement for a manually reset electronic meter
expires after January 1, 2001, you may use the meter until the end of the calendar
quarter following the quarter in which the agreement expires_ For example, any
meter with an agreement expiring during the first quarter (January, February, or
March) of 2001 must be retired before the end of the second quarter of 2001, that is
by June 30, 2O01.
This timetable gives you at least three months after your lease, contract, or rental agreement expires to
replace the manually reset meter with a remote set meter. You must return an affected meter to the
manufacturer within 30 business days after it is retired.
Given the rapid pace of new technological developments for secure postage meter technology, you
should limit a lease„ contract, or rental agreement for postage meter equipment to no more than 'Ave (5)
years' duration, unless you are investing in new digital printing technology.
You are reminded that at postage meters are the property of the meter manufacturer. If you have a
question as to when your tease, contract, or rental agreement expires. please contact your meter
manufacturer,. If you need specific information regarding this letter, please contact the USPS Postage

In a recent letter to users of marualty reset postage meters, the
United States Postal Service (LISPS) finalized their plan to decer-
tify all manually reset postage meters sbt months sooner than
the Industry had anticipated - many as soon as June 30,, 2001.
As the USPS letter states:
"if your lease, contract, or mat agreement for ,fl man-
ually reset electronic meter expires after January 1, 2001,
you may use the meter until the end of the calendar

In February of this year we started the process of looking into having the County process our outgoing mail.
After 12-31-01 the Post Office will no longer replenish our existing postage meter. We have sufficient postage on the
machine to last for about 3 months.
I believe we should move ahead and go to Council with a proposal to use the County service. If the answer is yes', the
County can be up and running in a week. If the answer is 'no', then we can purchase a new machine. Without a decision
soon, were going to run out of options!

RECOMMENDATION:
For Sewer Bills:
By keeping the City's printing and mailing services contract for Sewer Bills with Infosend, the City saves $6,500 annually.
In addition, Sewer Bills have special printing requirement which Infosend has the experience. Infosend has in-house programmers
to assist us with any custom programming of the Statements without any additional charges.
The County does not have in-house programmers. Any modifications to the Sewer Bill Statements will be sent to the
County's Information Technology vendor (The Pennant Alliance), which is very difficult to dealt with.
For Business License & Residential Rental renewal Statements:
The difference of the County cost over Zip Direct cost is insignificant. I would recommend to contract it with the
County due to the poor service we received recently from Zip Direct.

I am waiting for staff to locate the proposal given to us by Infosend which was the deciding factor why Jay did not want to
go with the higher cost of the county. Staff has been buried with the audit work and year end reports because of 2 sets of
auditors we have for the regular audit and Sandag. Jay does not have a good filing system so if staff cannot find his files,
we might have to get another proposal from Infosend. Aside from Infosend being cheaper, they also do the mail stuffing
and printing of the sewer bills. The county is only responsible for the mailing.

I have never seen any cost comparison or breakdown for your department. It is possible one was never done beyond
a cursory comparison. My impression was that Jay was not very excited about the prospect of changing from your
existing system. Perhaps is someone from your department sat down with the County and showed them your current
system, costs, etc., they may be able to be competitive if they are not already.
The City Clerk's Office is prepared to try the service offered by the County for the out -going mail we process. If it
proves successful then we will, among other things, avoid the cost of a new postage machine. If not, then we can
always process the mail ourselves. The CDC expressed interest in using the service as well. I'm expecting a call from
them on Monday to discuss details.
It will be my recommendation that we enter into an agreement with the County to utilize their service for the following
reasons: 1) The agreement can be terminated at any time; 2) There is no capital cost to the City; 3) It eliminates the
necessity to purchase a new postage machine; 4) Postage costs should be unchanged or reduced; 5) The time
currently used to process and transport mail can be redirected to other tasks; 6) The space currently taken -up by the
existing postage processing equipment could be put to better use.

I have never seen any cost comparison or breakdown for your department. It is possible one was never done beyond
a cursory comparison. My impression was that Jay was not very excited about the prospect of changing from your
existing system. Perhaps is someone from your department sat down with the County and showed them your current
system, costs, etc., they may be able to be competitive if they are not already.
The City Clerk's Office is prepared to try the service offered by the County for the out -going mail we process. If it
proves successful then we will, among other things, avoid the cost of a new postage machine. If not, then we can
always process the mail ourselves. The CDC expressed interest in using the service as well. I'm expecting a call from
them on Monday to discuss details.
It will be my recommendation that we enter into an agreement with the County to utilize their service for the following
reasons: 1) The agreement can be terminated at any time; 2) There is no capital cost to the City; 3) It eliminates the
necessity to purchase a new postage machine; 4) Postage costs should be unchanged or reduced; 5) The time
currently used to process and transport mail can be redirected to other tasks; 6) The space currently taken -up by the
existing postage processing equipment could be put to better use.

Alison informed me that in Jay's notes, the costs of the county doing the bulk mailing for us with the sewer and
business license comes out a lot higher than what we are paying INFOSEND, currently doing the mailing. We will look
further into this next week, once we get all the audit done. The auditors are going to be here tomorrow so we are
pressed for time. I spoke to Mike and I received the county information he sent me last Friday.

This AGREEMENT is made the day of Nam, between National City [here in after
referred to as the "City") and the County of San Diego [here after referred to as "County") who
agree as follows:
1. The County will pick up trail daily Monday - Friday from the City, at (address) at
approximately 3:15pm.
2. The County Mail Center will process all mail on the day that it is picked up. The mail will
be sent to the U. S. Postal Service that same day.
3. All mail qualifying for automation rates up to two ounces will be metered at the applicable
rate for resorted first class mail as determined by the U.S. Postal Service and
processed t Trough the barcode sorter. Any pieces that have failed to receive a barcode 1 6Z
after processing through the barcode sorter will be metered up to the first class rate and
billed at the fully paid first class rate as determined by the U. S. Postal Service.
4. A processing fee of $.0309 will be charged for all pieces processed through the Barcode
sorter.
5. All mail that weighs over two ounces or is otherwise unable to be processed through the
Barcode sorter will be metered at the fully paid first class rate as determined by the U. S.
Postal Service. A metering fee equal to 10 percent of the total postage cost for these
pieces monthly will be applied.
6. Document Service will provide quotes for printing services on a cases by case basis within
three business days of receiving a request.
7. Document Services will provide quotes for Records Management services on a case by case
by case basis within five business days of receiving a request.
8. Billing for these services will be prepared monthly by the County and sent to the City for
payment, terms net 30 days. Remittance will be sent to:

9. This Agreement will be in place from May 7, 2001 to June30, 2002. This

I contacted the County to learn more about mail services they offer to other agencies. They currently provide service for
Chula Vista, Carlsbad, Carlsbad Water District, and City of SD Housing Authority. They are actively seeking more
participants, and willing to meet with us.
Possible services include picking up mail, folding, inserting, metering, presorting, delivering it to the Post Office, etc., as
needed. Each task has it's own fee attached. The advantage to centralizing the presort location is better pricing for all
participants, via volume discounts.
The possibilities are endless, and the process can by customized to meet our needs. Carlsbad has their own meter, and
therefore pays $.30 for each piece of presort mail processed by the County. Chula Vista doesn't have a meter, and pays
$.339 per piece because the County meters it for them. The City of Carlsbad estimates that they saved $3453 last year,
by presorting 72,500 pieces of mail thru the County program.
One catch is that it is critical that all outgoing mail be addressed in accordance with Post Office standards. Pieces not
meeting that standard will still be processed by the County, but they will be charged back to us at the full rate, instead of
the discounted presort rate. A directive would need to be sent to all departments.
The rep from the County is willing to meet to discuss possibilities and savings for us. I've copied the City Clerk (regular
mail) and the Finance Director (sewer billing), but anyone involved in the mail process should attend. All attendees should
br ring.samples with them of standard type mail. and be ready to discuss facts about their current process. volume. and

I received a requisition from Bernard to purchase the postage machine. However, I've not yet received a requisition to rent
the meter or to cover the maintenance agreement on the machine.
My concern is that Pitney Bowes will deliver the new machine, and remove the old machine, leaving us WITHOUT a meter.
A postage machine without a meter is useless, no matter how new it is.
I will hold off ordering the machine, until I receive a requisition from someone for the rental of the meter and the
maintenance agreement. There seems to be major confusion over who's budget should be charged, or who is currently
paying these charges. When you figure it out, please submit a requisition for a blanket PO to cover $89/month rental on
the meter, and $1219/yr maintenance on the machine. Meanwhile, the machine is on hold.

We are interested in giving the County a try. I don't expect that the savings in postage costs will be significant particularly
if the Finance Dept., mail is not included. The only direct cost to our department is the time we spend processing outgoing
mail. Using the County there will still be some handling or sorting time, but not as much.
Aside from postage and labor, the most direct and immediate financial savings will come from not having to purchase and
maintenance a new postage machine.
Setting up the County on a demo or trial basis would be a next logical step. How do we proceed?
