Carrier Carrier Johnson 1301 Third Avenue San Diego, CA 92101 DESCRIPTION OF CHANGE: This design agreement change order has two components: 1. The first component of the change order is being written to increase the allowed Reimbursable Expenses section of the design agreement by $3,030. 2. The second component of the change order is being written to increase the Contract Documents section of the design agreement by $6,500. At the time that the design agreement was negotiated it was not known that the Department of the State Architect would have to review the documents. It was believed that since the State Office of Library Construction also had an architect on staff that would be reviewing the plans, the OLC review would suffice. However we have since found out that the DSA will be providing an additional review and that the cost of the review is $3,030. Carrier Johnson has submitted the plans as required and paid the fee. This component of the change order increases the Reimbursable Expenses section of the fee agreement to cover these costs. 2. The site has changed since the original topographical survey was prepared for the project. A Avenue has been realigned which alters the southeast corner of the site. The property was also used as a construction staging area by a number of construction companies. Each time a company moved on and off the site they scraped the site and moved earth around. It appears a couple of the companies may have actually imported soil and spread it around the site as they left. The grading of the site for the library is complicated. According to the soils report eight feet of material under the building, and between two and four feet of material under the parking lot must be removed and mechanically re -compacted in order to be suitable for construction. In addition, due to the flood plane, the site must be filled in order to achieve a satisfactory building pad elevation. Due to the challenges of the grading and the changes that have occurred in the time since the originally site survey, it has been determined that re -surveying would be prudent. Having an accurate survey will ensure that those bidding on the project don't have to make assumptions and can prepare the best bid possible. DESIGN AGREEMENT ADJUSTMENT: As a result of this change order the design agreement is adjusted as follows: 1. The price is increased in the amount of $9,530 from the current contract price of $1,089,668 to a new contract price of $1,099,198. 2. The time is unchanged. The contract completion date was previously established as Wednesday, June 1, 2005. This Change Order shall be considered full compensation for furnishing and installing the materials, labor, tools and equipment, profit, overhead, and all incidentals for performing the work as described herein. This permit cost is not a Design Team responsibility but was paid by Carrier Johnson (to expedite the permit process) on your direction that our fee would be augmented to cover the cost. Please raise our reimbursable expense limit from $36,800 to $39,830 to account for this unforeseen cost. This raises our Contract amount from $1,089,668 to $1,092,698 as a result. Our expenses to date have been tracking on target with the exception of this fee cost. As noted by JEB, the survey is no longer accurate due to the improvements along NCB, realignment of A street, and miscellaneous grading/ fencing revisions interior to the site. These have been shown in a piece meal fashion on the grading and utilities plans but should be shown in a revised survey as well to avoid contractor bidding irregularities. Attached is LMA proposal for your review. The cost is $6,500 which directly on to you without markup due to our limited involvement in the work. We also recognize this was not anticipated and are trying cost exposure.
