City Clerk of the City of National City, California By: Deputy Explanation: As of June 16, 2004, four change orders have been processed for the Fire Station project. Due to timing considerations and the work flow of the construction, staff has approved all four change orders and authorized the contractor to proceed with the work that they entail. This report is presented to Council as an information item and requests that a resolution be adopted to memorialize the change to the Fire Station contract amount. All four of the change orders are attached for Council's review. They are also briefly summarized in the table below: CCO Number Cost Impact Description One ($5,240) 1. Provide additional abatement of floor mastic materials found to contain asbestos in the existing Fire Station building during demolition. - $12,660 2. Modifications to the SDGE point of connection. — ($1,448) 3. Portion of the connection water connection and capacity fees being charged to the City. — ($16,452) Two $1,801 Addition of a 2-inch backflow preventer to the water service for the water reclamation tank. Three $23,662 Construction of a modified cul-de-sac at the north end of C Avenue. Four $13,231 Installation of a brass slide pole from the second floor living area to the fire equipment area for firefighter emergency response personnel. The aggregate total of the four change orders is $33,454. Funds are budgeted for these change orders in the project account number 250-409-500-598-1588. As shown in the attached February Council report, a total of $600,000 was budgeted for contingencies such as this as they arise during construction. Resolution Resolution No, A-200 i9 991 EXPLANATION: Bids were opened for the National City Fire Department, Station 34 project on Wednesday February 4, 2004 at 3:00 pm. Plans had been advertised for construction bid since December 31, 2003, so there was approximately a five -week bidding period. The construction estimate for the project is $7,095,000. Six bids were received, in order from low to high: MARCOTTE & HEARNE BUILDERS T.B. PENICK & SONS, INC. CE WYLIE CONSTRUCTION CO. SOLPAC, INC RIHA CONSTRUCTION CO. A & D FIRE PROTECTION, INC. $ 6,749,000 $ 6,945,000 $ 6,950,000 $ 6,985,000 $ 7,200,000 $ 7,330,000 By speaking with Marcotte and Hearne Builders regarding the project, by speaking with other Architects that have worked with Marcotte and Hearne Builders, by checking references, and speaking with listed subcontractors in Marcotte and Hearne Builders' bid, it appears that we have a good contractor and a quality price — 4.8% below our construction estimate. The project is being awarded based solely on the base bid cost. However, the contract contained three additive alternatives and four deductive alternatives that could be utilized if the base bids came in above or below the budgeted project amount. By creating the alternates in the bid documents, the goal was to give the City flexibility to move forward with the project by using the alternates if it was needed to reduce the cost, and thereby avoiding the need to redesign and re -bid if the proposals were too high. As stated previously, Marcotte and Hearne Builders' proposal was below our estimate. In reviewing the alternate items and the proposal our budget allows us to add all three alternates. Add Alternate One is the a fifth Story on the training tower - $87,055. Add Alternate Two is a fully automated fire control system (bum room for live fire training) - $137,380. Add AlternateThree is a one-year (in addition to the one-year warranty) on the HVAC system. - $1,150 Including all three alternates the total construction cost of the project is $6,974,585, still 1.7% below our budget estimate of S7.095,000 This project is being funded by three sources. A HUD loan in the amount of $6,866,730, a CDBG Grant in the amount of $202,500, and finally a loan from CDC reserves in the amount of $2,225,000. Included within are comments addressing your letter dated April 9, 2004, In your letter, M+H states specification 02662.1.01 clearly stating permanent water connections and meters will be installed by Sweetwater Authority and paid for by the Owner, National City_ My comment to this is that the specification does indeed say, The Owner will pay water capacity and wet tap fees_ However this is in direct conflict of the plaits, which show 'lee ootmeotlons" on sheet CS and the General Conditions article 60 that require the Contractor to include costs for all permanent meters and other municipal charges that are to be included in the Contract Price both of which prevail over the referenced specification section as outlined in the bid documents. There is however a contradiction to the costs of meters in Article 67 of the General Requirements where it states, The City will reimburse the Contractor for the Water District's cost of the water meter — however the total cost of water meters are $250 1- $80. This note does not relieve the Contractor of the municipal fees nor the requirement to have utilities and teeters installed in the Contractor's name until the completion of the project, Unfortunately we have to rescind our previous evaluation of Change Order Request #3 as proposed in Proposal Request #2 regarding Sweetwater changes due to the findings contained herein. • We have discussed the Correlation and intent of documents outlined in specification section 0101Q-3 Item F where the order of precedence outline General Conditions prevailing over drawings and drawings over specifications. Mills; Jeff Katz Subject: Review of PR #4 cost proposal Jeff, Howard, the following is in response to your 5 review comments on COR #6: 1) I asked to UMEC to send me sketches of before and after PR#4 to show the additional material he quoted. He responded with the e-mail below saying that he had only reviewed the clouded items on the sketches, which is what I did also!. The adds, and credits outside the clouded areas, cancel each other out so there'll be no cost from UMEC. 2)If we delete the requirement for the cylinder, threshold and door bottom, we can reduce F&H's cost by $48.26. The $70 upcharge is for the machining of the door for the added exit device, which itself costs $1,068. 3) TL Summers is our door installer and his added costs are for the installation of the added hardware between group 3 and 14. You are correct about his incorrect mark up, I will reduce it by $7.50. 4) Sadler Electric has 5.4 hours for the increased LF of conduit(60 lf) and wiring (240 lf) needed for the new locations of the light fixtures. The quantity of fixtures did not change but the locations did. The rest of their cost was from their subs for the added smoke detector, speaker and strobe. 5) We're Innovative's price is a credit because the length of the counters had been reduced.
