Relocation of the existing UV Reactor/Pump Assembly as shown on the ASI-29 drawing X-68 and added sump pump with pit in the UV Vault per RFI 105 [M+H COR 46] $56,465 2. Extended General Conditions are contingent on the balance of the work to be substantially complete by Feb. 22, 2005 per the submitted Schedule dated Oct. 25, 2004 .$12,214 Total amount of this change is not to exceed $68,679 REASON FOR CHANGE: 1. The relocation of the existing UV Reactor/Pump Assemble was a change that was requested by the City because of the UV Reactor aluminum lids conflicted with the placement of the Fire engine's outriggers. COST RECONCILIATION: Costs were reviewed by the architect and CM and negotiated to the satisfaction of the City. The training area is being constructed on the north side of the new fire station project. Through the efforts of our Training Officer, Firefighters and Fire Administration, an evaluation of the situation and conditions was conducted. The National City Fire Department would like to request the relocation of the water clarification vault. The justification for this request is as follows. The current location of the clarification system vault limits and restricts the ability of the training site. Access to the five story training tower has been restricted limiting the type and number of training exercises that can be conducted at the tower. The current vault location restricts setup options for our truck company (T-34) to conduct aerial operations. Per NCFD training standards, NFPA 1002, and manufacturer recommendations, stabilization devices (outriggers) are not to be placed on vault covers. A manufacturer representative states that placement on stabilization devices on vault covers could create a hazardous condition with the potential of over stressing the outriggers due to movement or slippage along with the potential of vault cover failure. Manufacturer's recommendation is to avoid placing outriggers on vault covers. NCFD's quint fire truck, which operates a 75 foot aerial ladder, has a gross vehicle weight of 47,560 pounds. This vehicle is scheduled for replacement within the next 7 years at which time NCFD will be looking into acquiring a 105 foot minimum aerial ladder, with a gross vehicle weigh of approximately 69,500 pounds. The City of Chula Vista currently operates a ladder truck with an approximate weight of 70,000 pounds. Due to joint training conducted throughout South Bay, Chula Vista's ladder truck would be utilized during training exercises at NCFD's training facility. The relocation of the water clarification system vault is imperative to maximize the effective utilization of the training area and five story training tower currently under construction at the new Main Fire Station, Station 34. Thank you for your consideration on this very important matter. EXPLANATION: The plans and specifications for the Fire Department project include a training yard with two fire hydrants that operate on a closed tank and pump system. This system captures the water, up to 1,200 gallons a minute, used in training exercises and recycles that water for re -use. A component of this system is an underground vault that contains the controls, the water pumps, and an ultraviolet light water disinfectant system — the "UV Water Treatment/Pump Assembly" which is located in an underground vault. The plans and specifications show the UV Water Treatment/Pump Assembly vault to be located approximately 35 feet from the northeast corner of the training tower. The plans were reviewed by the Fire Department during design, however during the construction of the facility a number of Fire personnel, including the training officer, visited the site. Upon seeing the actual work installed it became a consensus belief among the firefighters that the location of the underground vault would limit their ability to place equipment around the training tower, and thereby limit their ability to train. Consequently the Fire Department requested the relocation of the underground vault. The change order cost has been negotiated with the contractor. Based upon the work necessary to relocate vault a reasonable cost is $56,215. However the relocation of the vault affects the critical path schedule of the project extending the time of completion by 7 days. The contractor's overhead and profit on this $7,000,000 project is approximately $1,780 per day, so the extension in the time of completion adds $12,464 to the cost bringing it to $68,679. This cost is based upon the notice to proceed with this work being given on November 1. This was discussed with the City Manager and he authorized the notice to proceed as it has been determined necessary and work and delaying the decision until it could be placed on the Council agenda would add $1,780 per day. This is now before Council to ratify that decision and make it an "official" component of the project. However, it should be noted that this change order is written for a "not to exceed" amount of $68,679. This cost is based upon all other work on the project being substantially complete by February 22, 2005 in accordance with the schedule. If all other work is not substantially complete it will be because the contractor has caused delay other than the delay caused to the schedule by this change order work. If that is the case, then the City will not be responsible for the extended overhead and profit costs for each day that the work is not complete. If all other work is not complete within the seven working days or by March 3, 2005, the total cost of this change order will be the $56,215. RESOLUTION NO. 2004 — 226 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE CITY ENGINEER TO EXECUTE CHANGE ORDER NO. 11 WITH MARCOTTE & HEARNES BUILDERS, INC. IN THE "NOT TO EXCEED" AMOUNT OF $68,679 TO RELOCATE THE ULTRAVIOLET WATER TREATMENT/PUMP ASSEMBLY UNDERGROUND VAULT FOR THE FIRE STATION CONSTRUCTION PROJECT AS REQUESTED BY THE FIRE DEPARTMENT WHEREAS, the contract for the Fire Department Construction Project was awarded to Marcotte & Hearnes Builders, Inc. on February 17, 2004, by the adoption of Resolution No. 2004-31; and WHEREAS, upon visiting the site, Fire Department personnel found that the location of the ultraviolet water treatment/pump assembly underground vault would limit their ability to place equipment around the training tower, and thereby limit their ability to train. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby authorizes the City Engineer to execute Change Order No. 11 with Marcotte & Hearnes Builders, Inc. in the not to exceed amount of $68,679 for the relocation of the ultraviolet water treatment/pump assembly underground vault for the Fire Station Construction Project.
