EXPLANATION
On February 21, 2006, the City Council approved a resolution for a work order with
Infrastructure Engineering Corporation to prepare the Downtown Specific Plan Utilities Impact
Report and authorized the City Engineer to sign the work order. Since the funding source is
the Community Development Commission of the City of National City, it is necessary for the
Chairman and members to authorize the expenditure.

A RESOLUTION OF THE COMMUNITY DEVELOPMENT
COMMISSION OF THE CITY OF NATIONAL CITY
AUTHORIZING EXPENDING AN AMOUNT NOT TO
EXCEED $86,670 FOR INFRASTRUCTION ENGINEERING
CORPORATION TO PREPARE THE DOWNTOWN SPECIFIC
PLAN UTILITIES IMPACT REPORT
WHEREAS, The Redevelopment Plan for the National City Redevelopment
Project calls for the elimination and prevention of blight in the Redevelopment Project; and;
WHEREAS, the Downtown Specific Plan was adopted by the Community
Development Commission of the City of National City on February 1, 2005 to set guidelines for
the redevelopment of National City's downtown; and
WHEREAS, the Downtown Specific Plan area is within the National City
Redevelopment Project; and
WHEREAS, the upgrade of utility infrastructure systems is necessary for
redevelopment and of benefit to the Downtown area of the National City Redevelopment Project;
and
WHEREAS, the Community Development Commission of the City of National
City appropriated adequate funds in the 2005-2006 fiscal year budget to obtain an engineering
report which will indicate what utility upgrades are necessary.
NOW, THEREFORE, BE IT RESOLVED, that the Community Development
Commission of National City hereby authorizes expending an amount not to exceed $86.670 for
Infrastructure Engineering Corporation to prepare the Downtown Specific Plan Utilities Impact
Report.
