HomeMy WebLinkAbout2006 CON Dynamic Instruments - Voice LoggerRESOLUTION NO. 2006-107 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING AN EMERGENCY SOLE SOURCE PURCHASE OF A DYNAMIC INSTRUMENTS DI RELIANT DIGITAL VOICE LOGGER SYSTEM IN THE AMOUNT OF $34,070.83 FOR THE POLICE DEPARTMENT WHEREAS, the digital voice logger is a critical piece of communications equipment necessary for the recording and archiving of telephone and radio transmissions; and WHEREAS, the digital voice logger is a vital component in police officer safety, liability, and the review and investigation of police incidents; and WHEREAS, the current digital voice logger utilized by the Police Department continues to fail, resulting in the loss of critical data, therefore, the immediate replacement of a digital voice logger system isimperative to maintain a fully functioning communications center consistent with industry standards; and WHEREAS, parts and service of the current digital voice logger are no longer available, the service contract expired on May 31, 2006, and no vendor will provide maintenance or repair after such time; and WHEREAS, it has been determined that the DI Reliant digital voice logger system by Dynamic Instruments at the cost of $16,695.83 will satisfy the needs and requirements of the Police Department; and WHEREAS, Section 2.60.230(A) of the National City Municipal Code provides that in case of an emergency which requires the immediate purchase of supplies, materials, equipment or contractual services, the City Manager may authorize the Purchasing Agent to secure in the open market at the lowest obtainable price any supplies, materials, equipment or contractual services, regardless of the amount of the expenditure, subject to ratification by the City Council; and WHEREAS, Section 2.60.230 (D) of the National City Municipal Code provides that the Purchasing Agent may dispense with the requirements of bidding when the City Council determines that due to special circumstances, it is to the Citys best interest to purchase a commodity without compliance with the bidding procedures. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby finds an emergency and special circumstance to exist, and hereby waives the bid process and authorizes the purchase of a digital voice logger for the Police Department. The voice logger is a vital component in officer safety, liability, and the review and investigation of police incidents. Parts and service for the current voice logger are no longer available. The service contract for the voice logger expires 05/31/06 and no vendor will provide maintenance or repair after such time. The current voice logger continues to fail, resulting in the loss of critical data. The immediate replacement of a voice logger system is imperative to maintain a fully functioning communications center consistent with industry standards. The digital voice logger to be purchased is the Dynamic Instruments DI Reliant CS5-HD6-DVD-1-SAL24 and DI Voice Vault DVD1-SAL24, and related accessories, hardware (DI and Dell) and software. National City Municipal Code section 2.60.230(A) provides that in the case of an emergency which requires the immediate purchase of supplies, materials equipment or contractual services, the City Manager may authorize the purchasing agent to secure in the open market at the lowest obtainable price any supplies, materials, equipment or contractual services, regardless of the amount of the expenditure, subject to ratification by the City Council.
