A Change Order is hereby recommended for the following work in the amount identified in this
document:
DESCRIPTION OF CHANGE (SAMPLE STATEMENT BELOW):
Remove and replace approximately 700 sq. ft. of unstable soil below the proposed concrete
pavements adjacent to the building entrance and replace isolated unstable soil conditions located
under the new parking area concrete walkway. In addition the paving asphalt contained a binding
material fabric between asphalt overlays and could not be disposed at a standard recycle site.
This change order also covers the disposal costs.
REASON FOR CHANGE (SAMPLE STATEMF,N'I' BELOW):
During the demolition and removal of the old concrete pavement and asphalt it was discovered
that the subgradc below was wet and unstable. The C'ity's testing soil consultant visited the site
and provided recommendations to provide a stable subgrade for the new concrete pavements. For
the soil below the concrete pavement adjacent to the building, the soil consultant recommended
the removal of the unstable soil to a depth of 12-inches and replaced with aggregate base. This
arca totals approximately 700 sq. ft. The subgrade in the parking area was mostly stable and had
an existing aggregate base with only isolated areas of subgrade instability. For those unstable
areas the recommendation is to remove and also replace with aggregate base. The removal and
replacement of unstable soil is a changed condition.
In addition, the parking lot asphalt contained a binding material fabric between asphalt overlays.
The disposal of the asphalt could not he disposed at a standard recycle sight and created
additional cost to disposal at a landfill.
In order to avoid added costs and delay to the project, the contractor was directed to remove the
material and replace as recommended by the soil consultant. The contractor provided a field
estimate not to exceed S4,500. The actual amount is $4,373.76 and based on a time and material
basis.
COST RECONCILIATION (SAMPLE STATEMENT BELOW):
Costs were reviewed and negotiated to the satisfaction of the City. The work will be
compensated through the project budgct.(Sce attached detailed breakdown). The contractor
agrees Change Order No. 9 in the amount of $4,373.76 covers all costs associated with the
above change order work and all overhead expenses and costs and no additional
compensation will be permitted.

Concrete Flatwork
This memorandum presents our recommendations for improving the wet, unstable
clayey subgrades below the new flatwork areas located on the west side of the subject
project in the appropriate locations shown on the attached rough site sketch (Figure 1).
Our observation and recommendations presented below are based on our field
engineer's evaluation of the wet, unstable subgrade conditions from our site visit of
January 7, 2007, two expansion index tests of soils retrieved from the site, and our
previous experience with unstable subgrade soils in National City.
We understand that the existing Foodland Market will be improved with new concrete
flatwork on the west side of the building and westerly parking lot. At the time of our field
engineer's site visit, a portion of the previously existing sidewalks and pavements had
been removed in preparation of the new concrete flatwork construction, exposing the
existing subgrade surface. One area where the previously existing flatwork had been
removed (and where new 4-inch thick concrete flatwork will be placed) was located
adjacent to the west side of the existing Foodland Market building and measured
approximately 70 feet by 10 feet; this area Is identified as Area A on Figure 1. Another
area where the existing AC pavements had been removed (and where new 6-inch thick
concrete flatwork will be placed) was located along an 8-foot wide by 100-foot long area
that runs east to west across the existing parking lot; this area is identified as Area B.

Based on our field engineer's site observations, Area A is underlain by wet, unstable
soils that are generally unable to support the contractor's grading equipment without
significant rutting of the subgrade surface. Wheel ruts up to 4 inches deep were
observed over significant portions of Area A where the subgrade had been exposed to
construction traffic. The Area A subgrade generally consists of wet clayey sand and
sandy clay soils that were estimated to be roughly 8 percent over optimum moisture
content. Our field engineer's testing with a 5/8-inch diameter, conical -tipped, steel
probe indicated the wet and unstable conditions were likely limited to the upper 12
inches of the subgrade surface. Laboratory tests indicate the near surface soils in Area
A have an expansion index (El) of 42, which indicates these soils have a relatively low
potential for expansion.
Our field engineer observed that Area B was generally underlain by stable subgrades
with only limited areas of isolated instability. The Area B subgrade generally consists of
4 inches of crushed aggregate base over clayey sand subgrades that were generally
estimated by our field engineer to be approximately 1 to 4 percent over optimum
moisture content. Our field engineer observed that water runoff from other portions of
the westerly parking lot had collected in the western half of Area B. A minor amount of
isolated rutting of the subgrade surface was observed where the contractor's grading
equipment had traveled over these water -collected areas. Laboratory tests indicate the
near surface soils in Area B have an expansion index (El) of 5, which indicates these
soils have a very low potential for expansion.
RECOMMENDATIONS
Area A
We recommend the upper 12 inches subgrade soil in Area A be removed and replaced
with crushed aggregate base meeting the requirements for Caltrans Class 1I aggregate
base. The bottom of the excavation should be cut clean and left relatively undisturbed.
Since potentially sensitive subgrades are likely to be encountered at the bottom of the
excavation, the contractor should avoid excessive construction traffic in the bottom of
the excavation while removing the upper 12 inches of wet soil. Once the soils have
been removed, crushed aggregate base should be placed in one 12-inch lift across the
bottom of the excavation. If possible, the aggregate base should be delivered and
placed dry of optimum moisture content. The aggregate base should be compacted
with a minimum of six passes of a vibratory -drum -compactor; first without vibration for
three passes, then with full vibration three passes. Vibration should be discontinued if
the aggregate base tends to lose stability after two vibratory passes.
Area B
Although some isolated areas of subgrade instability and wetting of the aggregate base
surface were observed, we anticipate that most of the Area B subgrade can be left in -
place without the need for significant removals. We recommend that Area B be brought
to finished subgrade and compacted with a minimum of six passes of a vibratory-drum-

compactor; first without vibration for three passes, then with full vibration three passes.
Existing subgrade surface should not be scarified or disturbed prior to compaction. Our
field representative should be onsite to observe the compaction of the subgrade and
note any area of instability. Where instability is observed (say more than 1-inch of
subgrade deflection or 1/2-inch of permanent rutting), the area should be removed to a
depth an 12 inches and replaced with crushed aggregate base (Caltrans Class II) as
described previously for Area A. Provided the finished subgrade surface is stable under
the contractor's compaction equipment (vibratory drum compactor), density testing of
the subgrade surface Is not required.
LIMITATIONS
Prior to implementing any procedures described in this memorandum, Kleinfelder
suggests that the contractor obtain the owner's approval before beginning work. A
Kleinfelder representative should monitor improvements to the subgrade and evaluate
the applicability of the recommendations presented in this memorandum. If the
subsurface conditions differ from those described herein, we should evaluate the
situation and recommend appropriate changes in design or construction procedures.
Recommendations contained in this memorandum are based on our field observations
and our present knowledge of the proposed construction. It is possible that soil
conditions could vary between or beyond the points explored which could require a
revision to our recommendations as indicated above. We have prepared this
memorandum in substantial accordance with the generally accepted engineering
practice in the San Diego area at the present time. No warranty is made or intended.
