Project: City Former Library Remodel for the San Diego REP
Subject: Supplemental Agreement No. 1 — Construction Management Services
This is Supplemental Agreement No. 1 to the original agreement dated April 5, 2005, Resolution
No. 2005-63between the City of National City and infrastructure Engineering Corporation, the
consultant to provide Construction Management Services for the City Library Remodel for the San
Diego REP. The supplemental agreement provides for not -to -exceed fee of $ 24,820,00.
The purpose of the services is to assist the City with Construction Management services throughout
the construction duration from March 18, 2008 to August 1, 2008 including pre and post construction
tasks. Details of the scope of work, cost and schedule (Number of hours/days) for this supplemental
agreement are shown on the attached Exhibit "A" (Scope of Services/Proposal).

EXHIBIT "A"
Scope of Services
The Infrastructure Engineering Inc. can offer the following Scope of Seruces to the City;
The City of National City will have one point of contact which will be Leslie Wiegand, P.E.
The "Principal in Charge" will be Bob Moore, IEC's Principal Construction Manager. Please
contact Mr. Moore at any time with questions or comments regarding the project.
As noted above, we can provide any scope of work requested by the City expeditiously. Your
Construction Manager will be at your disposal at all times.
Our experienced team of professionals truly understands the complexities of municipal facility
projects. There will be "no learning curve"; we are thoroughly familiar with City
specifications, procedures, and personnel. We deliver an outstanding product the City expects
on every project. Our team members will thoroughly study the project plans and specifications
and will be completely familiar with all aspects of the project prior to us stepping on site. Our
overriding approach and philosophy is to engage and work shoulder -to -shoulder with the City
Project Manager, staff and Architect throughout the project.
PRECONSTRUCTION PHASE SERVICES
IEC as requested will provide preconstruction phase services including the following activities:
• Coordination with Contractor. Coordinate with Contractor regarding such issues as
community relations, permitting requirements, long lead item purchasing recommendations,
etc. Required construction sequence, pre -submittal questions, procurement of the City and
Architect specifications.
• Coordination for special construction requirements: Hold as -needed pre -construction
activities such as site visits with the Design Team, Contractor, and City Building Inspector.
• Pre -Construction Meeting/Weekly Progress and Coordination Meetings:
Leslie Wiegand shall attend the pre -construction conference. IEC will prepare agendas,
meeting minutes and chair all weekly progress and coordination meetings required by the
project specifications and as needed during the project at the direction of the City.
CONSTRUCTION PHASE SERVICES
IEC as requested will provide construction phase services including the following activities:
• Assist in Processing Request for Information (RFI)
IEC will log and facilitate all Contractor Requests for Information (RFI's), coordinating with the
Architect and City assuring RFI's are responded to expeditiously.
• Assist in Processing Submittal/Shop Drawing Reziiew
IEC will log and facilitate all Contractor submittals/shop drawings for the project. Provide a
preliminary review assuring the submittal has been submitted per the Contract Documents. If
requested IEC will digitized into an electronic PDF format and stored as a part of the project
documentation. A submittal log will be kept to track the status on all submittals. The log will identify
each submittal and re -submittal; date received, reviewer, when returned to the Contractor, action
required, and other pertinent information.
• Assist in Design Rezisions and Project Change Orders
Review, negotiate and make recommendations on Contractor and Owner generated construction
contract change orders; addressing contract revisions, design changes, unanticipated field conditions,
additional work requests, etc. Once reviewed IEC will make their recommendations to both the City
and Architect for review prior to responding to the Contractor.

Prepare contract revisions, if required, during construction to resolve problems due to unanticipated
field conditions or other field changes. Consult with and advise the Gty and Architect on contract
revisions related issues. These contract revisions may or may not result in contract change orders.
• Contract Administration
IEC will provide scheduling services for periodic review, analysis and tracking of the Contractor's
construction schedule. Provide construction cost accounting services during the construction phase,
including such tasks as progress payment review, cost accounting, budget tracking, general
correspondence with the City, Architect and Contractor. Consult an advise with the project team on
construction cost related issues.
• Building Inspection Coordination
IEC shall assist in assuring the Contractor properly notifies the City in a timely manner on required
building inspections. Facilitate in any required "spot inspections" shall the Gty staff not be available if
needed. IEC will coordinate and review lab, shop and manufacturers test reports, results of field
materials testing, including concrete, welding, HVAC etc..
• Weekly orBi-Weekly Meetings
IEC will prepare agendas, meeting minutes and chair all weekly progress and coordination meetings
required by the project specifications and as needed during the project.
POST CONSTRUCTION PHASE
IEC as requested will provide construction closeout services including the following activities:
• Assist the Gty with project closeout including final acceptance, claims negotiations, filing of
the Notice of Completion, and make recommendations for final payment, and release of
retention or securities of the Contractor.
• Within 30 days of filing notice of completion for the project, deliver to the Cityan electronic
and hard copy of all construction documentation notebook comprised of all approved shop
drawings, material test results, certifications, reports, meeting minutes, conversation logs, and
photo documentation.
FEE:
Our proposed fee is based on the a total of 10 hours per week for an estimated total construction
duration between the NTP date of March 18, 2008 and completion date of August 1, 2008. Some pre -
construction and project closeout time will also be required. IEC will bill only actual hours worked per
working day on a time and material basis as directed by the Gty.
IEC requests a total of not to exceed fee of $24,820.00. This fee is all inclusive of vehicle, mileage,
computer with wireless internet etc. A breakdown of the fees is as follows:

RESOLUTION NO. 2005 — 63
RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT
WITH INFRASTRUCTURE ENGINEERING CORPORATION
TO PROVIDE AS -NEEDED CONSULTING SERVICES FOR
NATIONAL CITY CAPITAL IMPROVEMENT PROJECTS
WHEREAS, the City desires to employ a consultant to provide as -needed
consulting services for National City Capital Improvement Projects; and
WHEREAS, the City has determined that Infrastructure Engineering
Corporation is qualified by experience and ability to perform the services desired by the
City, and is willing to perform such services.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
National City that the Mayor Is hereby authorized to execute an agreement with
Infrastructure Engineering Corporation to provide as -needed consulting services for
National City Capital Improvement Projects. Said Agreement is on file in the Office of
the City Clerk.
