This is a Supplemental Agreement to the original agreement dated July 20, 2010
(Resolution No. 2010-161) between the City of National City and RBF Consulting for
Civil Engineering Services for the National City 8th Street Safety Enhancements (J
Avenue to Palm Avenue) Project. This supplemental agreement provides for an
additional not -to -exceed amount of $13,000.00 to provide additional traffic analysis and
design per the scope of work defined in Attachment "A".

Summary of Additional Work:

RBF Consulting will prepare a traffic impact assessment for the intersections and roadway
segments from I Avenue to D Avenue and the intersections and road segments from Harbison
Avenue to Palm Avenue. A three lane section will be evaluated for both of the two new study
areas. Conceptual drawings will be provided to illustrate the recommended geometric
conditions. For this study it is assumed that all existing conditions data including traffic counts,
speed and accident information will be provided by the City of National City staff.
Task 1. Technical Analysis and Conceptual Design for Harbison Avenue to Palm
Avenue. Fee $4,750
RBF Consulting will prepare the arterial analysis for 8th Street from Harbison Avenue to Palm
Avenue. Data for the intersections to be included in this analysis will be provided by City of
National City. ADT volume and peak intersection volumes for as many intersections as possible
will be beneficial for the arterial analysis; however the key information for the analysis will be the
peak count data at all signalized intersections. A peak hour analysis will be preformed at 8th
/Euclid only.
RBF will prepare a conceptual design to illustrate the three lane alternative through this section.
The segments will include striping improvements only. The conceptual design and technical
analysis will be presented to the City in a technical letter within 5 business days of approval of
this task.
Task 2. Technical Analysis and Conceptual Design for D Avenue to I Avenue. Fee
$8,250
Upon receipt of traffic volume from the City, RBF will conduct the intersection level of service
analysis for the four new intersections in the expanded study area from E Avenue to I Avenue.
In addition, RBF will prepare an arterial operational analysis for the corridor that will include D
Avenue in order to capture the operational features of the existing signalized intersection at the
western end of the study corridor.

RBF will review the concept plan prepared by KTU+A as part of the 8th Street Streetscape
project and tie into their design to create a cohesive alignment. RBF will prepare a conceptual
design to illustrate a two lane alternative with left turn lanes from D Avenue to Highland and a
three lane alternative from Highland to I Avenue. The segments will include striping
improvements only to convert 8th Street from four lanes to the two / three lanes alternative. RBF
will review access to all existing side streets, u-turn and parking issues as part of the conceptual
engineering of this section. During the preliminary design, RBF will conduct a field visit to
assess any existing line of sight issues, parking concerns, queuing, or access issues. RBF will
need work with the City, as necessary, to resolve any operational or line of sight issues that may
be affected by the proposed reduction in lanes
The Preliminary Design Plan will be submitted to the City for review in advance of finalizing the
traffic assessment report for review and comment. The conceptual design and technical
analysis will be presented to the City in a technical letter.
