This supplemental agreement provides for an additional not -to -exceed amount of $39,531.00 to provide utility undergrounding design and coordination for the project per the scope of work defined in the Attachment. Shaping the Future, One Project at a Time December 15, 2010 Mr. Stephen Manganiello City Traffic Engineer City of National City 1243 National City Boulevard National City, CA 91950 Subject: 8`h Street District 24 20A Conversion, in the City of National City Dear Steve, Harris & Associates appreciates the opportunity to present this proposal to provide additional professional services to assist the City with the subject project. The following presents the our project understanding, scope of services and fees. PROJECT UNDERSTANDING The City of National City is taking the lead in designing and constructing the joint trench associated with 8th Street District 24 20A conversion project (Project). The Project is limited to providing trenching, backfill, substructures, conduit and pertinent work (Trenching Items of Work). All cabling and equipment installation design and construction work will be performed by SDG&E and the respective utility companies. Our proposed scope of work for this phase of the project is to assist the City with reviewing SDG&E and utility companies' plans to verify conflicts with existing field conditions, and prepare a utility composite plan. Our scope of work is limited to the items outlined in the scope of services below and our estimated effort as broken down in our proposed fees. Scope of Services 1.1 Review Meetings We will schedule and attend meetings with SDG&E, AT&T and Cox Communications to obtain each utility's final designs and agreements. We will also verify accuracy of design and cost methodology and rule application to discuss project issues and obtain feedback. Six (6) coordination meetings are included in the scope of this proposal. Copies of meeting minutes will be provided to the City. 1.2 Topographic Survey Our sub -consultant, Right -of -Way Engineering Services, Inc. will establish record street right-of-way and a center line survey for the additional survey beyond the 8th Street Improvements project limits (east of D Avenue to Highland Avenue) 750 B Street, Suite 1800 San Diego, California 92101 619.236.1778 FAX 619.236.1179 sandiego@hams-assoc.com December 15, 2010 Steve Manganiello Page 2 of 3 1.3 Base Mapping Utilizing the aerial topographic survey obtained previously and survey data obtained in the Task 1.2, we will prepare base maps for the additional areas east of D Avenue to and on Highland Avenue. Base maps will be prepared in plan only formats. Base maps will include roadway center line, right-of-way, manholes, valves, water meters, all visible utility boxes, above and underground utilities. All base maps will be prepared in AutoCAD. 1.4 Utility Mapping Obtain and plot all underground utilities within the additional project limit within the 8th Street District 24 conversion boundary. Additional notification to all wet utilities within the conversion boundary will also be conducted. 1.5 Site Analysis 1. Overlay the current SDG&E plans (dated 10/4/07), AT&T and Cox trench, conduit and substructure designs onto base maps to use a reference document to review the 8th street Improvements civil plans, electric design and existing field conditions conflicts. 2. Visit project site to identify existing utility systems, probable source locations, and potential contractor constraints. Photograph areas of significance including private property impacts associated with the current and new utility service routes and meter locations. 3. Visit each property affected by the undergrounding to determine the service trench route on private property as well as determine the modifications to the service panel needed to accept underground electric service. 4. Identify any incompatible issues from our field findings between the utility company designs, the 8th street Improvements civil plans, and the field conditions. 1.6 Utility Composite 1. Utilizing the current SDG&E electric trench, conduit and substructure design, the AT&T design, and Cox design, prepare a composite exhibit utilizing the base maps. 2. Re -draft the current SDG&E electric Trenching Items of work design on the base maps replicating typical SDG&E design and appearance. This re -drafted design will then be provided to SDG&E for their approval and use to have SDG&E's design confouui to the current base map and 8`h Street Improvements plans. 3. Coordinate with SDG&E for their final engineering modifications to the electric Trenching Items of Work design, and cable and hardware design, DBL material listing and quantity sheets, and Rule 20A agreements. 4. Utilizing the pictures taken during our site review, create an exhibit that can be attached to the Utility Composite reflecting the locations and description of the potential issues associated to the Harris & Associates.. December 15, 2010 Steve Manganiello Page 3 of 3 private property impacts that are likely to occur during the installation of the utility services and new meter locations. FEES Harris & Associates proposes to provide the above services for the total "not -to -exceed" fee of $39,531. A breakdown of the proposed fee is presented for your information and use in evaluating this proposal. Our services would continue to be invoiced monthly based on the actual hours of work completed. Our services would be accomplished per our existing agreement with the City, and all terns and conditions would be as stated therein. ASSUMPTIONS / INFORMATION REQUESTED • SDG&E to provide: 1) Trench, conduit, and substructure design; 2) Electric Cable and Hardware design. • Utility composite and proposed revisions to SDG&E electric trench, conduit, and substructure design are to be reviewed and approved by SDG&E. SDG&E will make all necessary revisions to the cable and hardware design including voltage drop, flicker, pulling calculations to their preliminary design plans. • Potholing of existing utilities is not included in the scope of this proposal.
