This supplemental agreement provides for an additional not -to -exceed amount of $5,000.00 to assist City staff with updating ADA compliance procedures. See attachment for detailed scope of work. It should be noted that this technical assistance will not guarantee ADA compliance for National City nor will it result in the preparation of an ADA Transition Plan. The following three (3) tasks are proposed: Task 1— Develop Grievance Procedure Alta staff will assist city staff in developing a grievance procedure for the City of National City. The grievance procedure will be developed to ensure Title II ADA compliance of city policies and programs. Specifically, the grievance procedure will include the following: • a description of how and where a complaint under Title II may be filed with the City of National City; • if a written complaint is required, a statement notifying potential complainants that alternative means of filing will be available to people with disabilities who require such an alternative; • a description of the time frames and processes to be followed by the complainant and the City of National City; • information on how to appeal an adverse decision; and • a statement of how long complaint files will be retained. Deliverable: Alta staff will present a technical memorandum presenting a recommended grievance procedure for the City of National City. Task 2 — Review Capital Improvement Plan and Prioritize ADA Related Improvements The Alta team will review the City of National City's Capital Improvement Plan (CIP) and assist city staff in prioritizing the improvements that will result in the removal of ADA barriers. Prioritization will consider factors such as CIP projects in close proximity to senior centers, libraries, city parks and other government or civic buildings. Prioritization will also consider whether any documented complaints exist in close proximity to CIP projects. This CIP review and prioritization process will result in establishing a proposed schedule for the completion of CIP projects that relate to ADA compliance. While this task will not include any field work to assess public right-of-way compliance with ADA, it will result in an updated CIP database focusing on ADA related projects to assist National City with ADA compliance. Deliverable: Alta staff will present an updated, reformatted CIP spreadsheet with the prioritized ADA related improvements for the City of National City. Task 3 — Mapping of ADA Related Improvements Once city staff have reviewed and verified the results of the updated CIP spreadsheet, Alta staff will produce GIS based maps showing the proposed ADA related improvements throughout the City of National City. The maps will show the location, type and prioritization level of each of the proposed ADA related improvements from the updated CIP spreadsheet. Deliverable: Alta staff will present maps and associated GIS shapefiles to the City of National City that illustrate the proposed ADA related CIP projects.
