HomeMy WebLinkAbout2011 CON Bureau Veritas North America - Supplemental Agreement Engineering Services Capital Improvement Projects7'h St. & National City Blvd. Intersection Improvements Appendix A — Scope of Work The City of National City is currently in the process of reducing 8th Street from a 4-lane to a 2-lane street. It is expected that in this new condition, drivers may attempt to use 7th Street as a short cut to the freeway, which is not desirable for the City or area business owners. In order to prevent this from happening, the City would like to prevent drivers from making a movement westbound through the intersection of 7th Street and National City Boulevard. However, the left turn movements from northbound and southbound National City Boulevard to 7th Street must be maintained for the delivery of goods to local businesses. The City has indicated that this project will be completed as part of a larger street improvement project. The City has come up with one solution for achieving this, and has requested assistance in 1) Determining if there are other feasible alternatives. 2) Develop construction documents for the preferred alternative. The Scope of Work below describes in detail the services that will be required to complete these tasks. SCOPE OF WORK OUTLINE Task 1.0 Project Coordination Task 2.0 Research of Existing Conditions Task 3.0 Development of Alternatives Task 4.0 Preparation of Construction Documents 7th St. & National City Blvd. Intersection Improvements —Scope of Work Task Deliverables 1.0 - Project Coordination 1.1 Attend up to three coordination meetings with City to discuss the existing conditions and goals of the project, and to review all alternatives identified and choose a preferred alternative • Electronic meeting minutes 1.2 Attend up to two comment review meetings for the improvement plan package 1.3 Coordinate with City staff on project progress, alternatives, and development of construction documents Task 2.0 - Research of Existing Conditions 2.1 Complete a site visit of the project area, including identification of all utilities, traffic control devices and traffic/pedestrian patterns. Measure traffic lane widths. 2.2 Review the site topography and existing utility files obtained from the City, incorporate information obtained during site visit if necessary Deliverables ■ Field notes A-1 7th St. & National City Blvd. Intersection Improvements Appendix A — Scope of Work Task 3.0 - Development of Alternatives Deliverables 3.1 Validate the feasibility of the City's preliminary solution with information from the site visit and topography files 3.2 Develop up to 2 additional alternatives based on field visit and topography files • Exhibits showing a plan view for up to three alternatives Task 4.0 - Preparation of Construction Documents 4.1 Once the City chooses an alternative, BV will develop 90% street improvement plans and a construction cost estimate. The construction plans will include a title/note sheet, a plan/profile sheet and traffic control plan. This package will be submitted to the City for review. A two week review period is anticipated. 4.2 Upon receipt of 90% review comments, BV will develop 100% plans and cost estimate, incorporating the City's comments. This package will be submitted to the City for a two week review. 4.3 If any comments remain, BV will incorporate them into the final plans and submit the final cost estimate and mylar plans to the City. 4.4 Prior to all submittals, BV will provide an effective Quality Control (QC) system such as a "Green Sheet" review process. QC system shall include design controls to ensure that verification activities such as independent design check of calculations, specifications, and drawings are utilized throughout the project design. Additional design control activities shall include the implementation of procedures to control, track, and maintain all changes and modifications made to the contract documents via a "Comment Review Log" or similar mechanism. Deliverables • 90% Construction Plans and Cost Estimate • 100% Construction Plans and Cost Estimate • Final Construction Plans (mylar) and Cost Estimate • Comment review log A-2 7th St. & National City Blvd. Intersection Improvements Appendix A — Scope of Work EXCLUSIONS 1) Field surveying, aerial photogrammetric mapping and topographic mapping are excluded from this proposal. It is assumed that the City will provide topographic files and existing utility information in AutoCAD or Microstation format. 2) Preparation of technical specifications is excluded from this proposal. Since this is part of a larger project, BV expects that any technical specifications required by the work of this project will be covered under the special provisions of the larger project. 3) Coordination with other consultants is excluded from this proposal. It is assumed that the construction plans and cost estimate will be completed as a stand-alone project, and that the City will coordinate the incorporation of the drawings and cost estimate into the larger project. 4) It is assumed that the improvement plans will be reviewed by only traffic and drainage reviewers for the City for the submittals listed in Scope Item 4. Any additional disciplines and review cycles are excluded. 5) Separate signing and striping plans and erosion control plans are excluded from this proposal. The services provided will be accomplished per the existing agreement dated October 19, 2010 (Resolution No. 2010- 234) between the City of National City and Bureau Veritas North America, Inc. for "On- Ca11" Professional Engineering services. This project is considered to be within the scope of services and budget of the "On -Call" agreement.
