Project: Citywide Speed Surveys
Kimley-Horn & Associates is authorized to begin work on the aforementioned project in the not -
to -exceed amount of $55,000.00. The services provided will be accomplished per the existing
agreement dated October 5, 2010 (Resolution No. 2010-227) between the City of National City
and Kimley-IIorn & Associates. for "On -Call" Professional Engineering services. This project is
considered to be within the scope of services and budget of the "On -Call" agreement.

Kimley-Horn and Associates ("KHA" or "Consultant') is pleased to prepare this letter
agreement to the City of National City ("Client") for the Preparing Engineering and Traffic
Surveys (E&TS) ("Project").
Project Understanding
The City is required to complete E&TS for the main roadway network every five to seven
years in order to enforce the posted speed limit. The surveys must he conducted with a radar
gun and be approved by a certified civil or traffic engineer. The purpose of the E&TS is to:
• Conduct speed zone survey using radar techniques:
• Identify any changes to the roadway characteristics the would justify changes to the
posted speed limit;
• Identify any unusal accident trends that may warrant the adjustment of the posted
speed limit: and
• Identify arty changes to the speed limit that are needed due to changes in driver
behavior.
The City has identfied 140 roadway segments that need new ET&S in order to make them
current. Our scope and fee below has been prepared to assist the City in completing the
E&TS for these 140 roadway segments.
Scope of Services
Task 1 — Project Kick -Off Meeting
KIIA will attend a kick-off meeting with the City to discuss the project's scope of work,
review existing data available (i.e. existing engineering and traffic surveys), review project
schedule, and review project budget. This meeting is intended to be a workshop format
where the entire team will discuss project goals and objectives.

Task 2.1 — Traffic Speed Surveys
KHA will hire a sub -consultant to collect 140 speed zone surveys and 48 hour ADT counts
at those locations. The speed zone survey will include speed measurements for a minimum
of 100 free flowing vehicle speeds for each location. The surveys will be completed during
the mid -day (1 1 :00 a.m. to 2:00 p.m.) time period. The intent of the speed measurements is
to determine the actual speed of unimpeded traffic. KHA will review the speed zone surveys
for irregularities and determine the 85'h percentile speed based on the data.
Deliverables: Electronic copies of new traffic speed zone surveys available upon request.
Task 2.2 — Field Review
KHA will conduct a field review of the roadway segments. The field review will be
completed to determine if there are condition present which may not be apparent to the
driver that could justify the need for lowering the speed limit below the 85th percentile
speed. These factors could include:
• Any recent changes to the roadway segment that may impact the speed;
• Limited sign distance;
• Shoulder conditions;
• Horizontal and Vertical profile conditions;
• Hidden interse4ctions and driveways;
• Intersection spacing and offsets;
• Commercial driveway characteristics; and
• Pedestrian traffic in the roadway without sidewalks.
Deliverables: Copies of field review notes.
Task 2.3 — Accident History
KHA will obtain from the City copies of the most recent accident history reports at the
selected roadways for review. The accident reports will include information for the latest
two-year period. KHA will review the reports and provide a summary of the existing
accident history as part of the ET&S.
Deliverables: Copies of accident history summary tables.
Task 3 — ET&S Technical Memorandum
KHA will prepare an ET&S Technical Memorandum with graphs to document the speed
zone survey results, field verification notes, and the accident data analysis for each of the
roadway segments. The memorandum will be signed and sealed by a registered civil or
traffic engineer and certify that the information provided in the memorandum is accurate.
The memorandum will provide a recommendation as to what the posted speed should be for
that roadway segment and provide justification as to why a speed limit was changed.

Deliverables: Up to four (4) hard copies of the ET&S Technical Memorandum. One
electronic copy.
Task 4— Quality Control
Kimley-Horn will perform an independent review of documents included in the tasks above.
Dave Sorenson has been assigned to be the independent reviewer for this project.
Information Provided By Client
We shall be entitled to rely on the completeness and accuracy of all information provided by
the Client. The Client shall provide all information requested by KHA during the project,
this shall include:
• Previously performed ET&S
• Accident data
Schedule
We will provide our services as expeditiously as practicable to meet a mutually agreed upon
schedule.
Fee and Billing
Consultant will perform the Scope of Services for a not -to -exceed fee of $55,000 based on
the attached rate schedule. All permitting, application, and similar project fees will he paid
directly by the City as needed.
Fees will be invoiced monthly based upon the percentage of services performed as of the
invoice date. Payment will be due within 30 days of the date of the invoice.
