BETWEEN THE CITY OF NATIONAL CITY
AND DOKKEN ENGINEERING
This Amendment to Agreement is entered into this 17th day of May 2011, by
and between the City of National City, a municipal corporation ("the CITY"), and
Dokken Engineering (the "CONSULTANT").
RECITALS
A. The CITY and the CONSULTANT entered into an agreement on the Street
Widening Improvements on Plaza Boulevard from Highland to Euclid
Avenues ("the Agreement") wherein the CONSULTANT agreed to provide
Civil Engineering and Right -of -Way Acquisition Services.
B. An Amendment in the not -to -exceed amount of $20,000 was approved on
April 21, 2009 to provide as -needed staking work for individual properties.
C. An Amendment in the not -to -exceed amount of $55,000 was approved on
July 21, 2009 to provide additional work to perform right of way acquisition
services for seven more appraisals of properties impacted by the widening
project.
D. An Amendment in the not -to -exceed amount of $42,800 was approved on
January 5, 2010 to redesign the area located in the state right of way to eliminate
the need for tie -back retaining walls. The changes were due to Caltrans request.
E. An Amendment in the not -to -exceed amount of $42,200 was approved on May 5,
20I 0 to provide additional work due to the extended time for negotiations
required to obtain right of way.
F. An Amendment in the not -to -exceed amount of $21,092 was approved on
November 8, 2010 to to secure Right of Way for the Plaza Boulevard Widening
Project. The additional work has been generated by the extended time for
negotiations required to obtain the Right of Way
G. This amendment is needed for additional work to assist City with work associated
with the Plaza Boulevard Rule 20A conversion project. The additional work will consist
of reviewing SDG&E and the utility company's plans to verify conflicts with existing
field conditions, and prepare construction documents to allow the City to bid the joint
trench portion of the Project. The parties desire to amend the Agreement to perform
the additional work (See attached Exhibit A).
NOW, THEREFORE, the parties hereto agree that the Agreement entered into on
November 21, 2006, with its amendments shall be amended by $42,655 (Not -to -Exceed).
The parties further agree that with the foregoing exception, each and every term
and provision of the Agreement dated November 21, 2006, shall remain in full force and
effect.

Subject: Additional Work Needed to Perform Utility Coordination Services for
Plaza Boulevard Widening Project
Dear Mr. Daneshfar,
This letter provides a request for a budget amendment for Dokken Engineering (DE) for
the items of work summarized below. The City of National City is taking the lead in
coordinating and constructing the joint trench associated with the Plaza Boulevard Rule
20A conversion project on Plaza Blvd between Palm Ave and I-805 (Project). The Project
is limited to providing trenching, backfill, substructures, conduit and pertinent work
(Trenching Items of Work). All cabling and equipment installation design and
construction work will be performed by SDG&E and the respective utility companies. Our
proposed scope of work is to assist the City with reviewing SDG&E and the utility
company's plans to verify conflicts with existing field conditions, and prepare construction
documents to allow the City to bid the joint trench portion of the Project.
Our scope of work is limited to the items outlined in the scope of services below and our
estimated effort as broken down in our proposed fees.
Scope of Supplemental Work
1.1 Review Meetings
Consultant will schedule and attend meetings with SDG&E, AT&T and Cox
Communications to obtain each utility's final designs and agreements. We will also verify
the accuracy of design and cost methodology and rule application to discuss project
issues and obtain feedback. Six (6) coordination meetings are included in the scope of
this proposal. Copies of meeting minutes will be provided to the City.
1.2 Site Analysis
1. Butsko Utility will overlay the current SDG&E plans, AT&T and Cox trench, conduit and
substructure designs onto base maps to use as a reference document to review the
Plaza Boulevard improvements civil plans, electric design and existing field conditions
conflicts.
2. Butsko Utility will visit project site to identify existing utility systems, probable source
locations, and potential contractor constraints. Photograph areas of significance

including private property impacts associated with the current and new utility service
routes and meter locations.
3. Butsko Utility will visit each property affected by the undergrounding to determine the
service trench route on private property as well as determine the modifications to the
service panel needed to accept underground electric service.
4. Butsko Utility will perform a conflict check with each utility company's designs,
Dokken's Plaza Boulevard improvement plans, and the findings from the field
conditions.
1.3 Utility Composite
1. Utilizing the current SDG&E electric trench, conduit and substructure design, the
AT&T design, and Cox design, Butsko Utility will prepare a composite exhibit utilizing
the base maps.
2. Butsko Utility will Re -draft the current SDG&E electric Trenching Items of Work design
on the base maps replicating typical SDG&E design and appearance. This re -drafted
design will then be provided to SDG&E for their approval and use to have SDG&E's
design conform to the current base map and Plaza Boulevard Improvements plans.
3. Butsko Utility will coordinate with SDG&E for their final engineering modifications to
the electric Trenching Items of Work design, and cable and hardware design, DBL
material listing and quantity sheets, and Rule 20A agreements.
4. Utilizing the pictures taken during our site review, Butsko Utility will create an exhibit
that can be attached to the utility composite reflecting the locations and description of
the potential issues associated to the private property impacts that are likely to occur
during the installation of the utility services and new meter locations.
1.4 Preliminary Construction Cost Estimate
Butsko Utility will prepare one dry utility probable construction cost estimate taking into
consideration Trenching Items of Work, with the assumptions as determined or directed
by the City.
1.5 SDG&E, AT&T, Cox Communications Reimbursement Agreement Coordination
Butsko Utility will coordinate with SDG&E, AT&T and Cox Communications and the City of
National City to review reimbursement agreements for the value of the joint Trenching
Items of Work. Butsko Utility will conduct meetings and discussions with each utility with
the goal of achieving an acceptable reimbursement agreement and amount with each
utility based upon our cost estimates and the proposals received from the bidding
trenching contractor.
1.6 Bidding Assistance
Butsko Utility will remain available during -biddi ig to assist the City with attendance of
pre -bidding meeting; address contractors' RFI's and prepare Addendums. The services
are limited to the estimated fee for this task. Services provided during construction are
not included in the scope of this proposal.
1.7 Cable Television Planning and Design
Butsko Utility will provide planning and design for the cable television trench, conduit and
substructure system. The design and engineering for the cable and/or fiber systems will
be completed by the cable system operator separately.
1.8 City Improvement Plan Ujpdate
Dokken Engineering will update the Plaza Boulevard City Plans to reflect the
improvements in the Butsko Utility Composite.
1.9 Coordination and Project Management
Dokken Engineering will provide the existing Plaza Boulevard design and base mapping
and coordinate all roadway design requirements with Butsko Utility. Dokken Engineering
will provide additional project management required for Butsko Utility's work.
ASSUMPTIONS / INFORMATION REQUESTED
• SDG&E to provide: 1) Trench, conduit, and substructure design; 2) Electric Cable and
Hardware design.
• Utility composite and proposed revisions to SDG&E electric trench, conduit, and
substructure design are to be reviewed and approved by SDG&E. SDG&E will make
all necessary revisions to the cable and hardware design including voltage drop,
flicker, pulling calculations to their preliminary design plans.
• Potholing of existing utilities is not included in the scope of this proposal.
