Subject: SUPPLEMENTAL AGREEMENT FOR "ON -CALL"
PROFESSIONAL ENGINEERING SERVICES
Project: PLAZA BOULEVARD WIDENING TCSP GRANT APPLICATION
Kimley-Horn & Associates, Inc. is authorized to begin work on the aforementioned
project in the not -to -exceed amount of $3,500.00. The services provided will be
accomplished per the existing agreement dated October 5, 2010 (Resolution No. 2010-
227) between the City of National City and Kimley-Horn & Associates, Inc. for "On-
Ca11" Professional Engineering services. This project is considered to be within the scope
of services and budget of the "On -Call" agreement.

Kimlcy-Horn and Associates ("KHA" or "Consultant") is pleased to prepare this letter
agreement to the City of National City ("Client") for Preparing a TCSP Grant Application
for Plaza Boulevard Phase 1 widening ("Project"),
Project Understanding
On May 6, 2011, the Federal Highway Administration (FHWA) announced the FY 20l 1
solicitation for candidate projects for 11 discretionary grant programs. One of the programs
is the Transportation, Community and System Preservation (TCSP). The Transportation,
Community, and System Preservation (TCSP) Program provides funding for a
comprehensive initiative including planning grants, implementation grants, and research to
investigate and address the relationships among transportation, community, and system
preservation plans and practices and identify private sector -based initiatives to improve
those relationships.
The city of National City has identified Plaza Boulevard widening Phase I (Highland
Avenue to 1-805 as a potential candidate for the implementation grant under the TCSP
program. Those locations are as follows:
The City has already prepared a TIGER 11 grant application for Plaza Boulevard and KHA
will use that application as a basis for preparing this TCSP application for that location.

Scope of Services
Task 1 — Review of Existing Materials and Field Review
Task 1.1— Review of Existing Materials
We will review the following document:
• Plaza Boulevard widening TIGER II application
Task 1.2 — Field Review
KHA will conduct a field review of Plaza Boulevard. The field review will be completed to
determine what is required for the widening and verify that the TIGER 11 application is
correct and can be used for this application.
Deliverables: Copies of field review notes and photos.
Task 1.3 — Accident History
KHA will obtain from the City copies of the most recent accident history reports for Plaza
Boulevard from Highland Avenue to I-805 for review. The accident reports will include
information for the latest five-year period. KHA will review the reports and provide a
summary of the existing accident history as part of the application.
Deliverables: Copies of accident history summary tables.
Task 2 — TCSP Grant Application
KHA will prepare one TCSP Grant Application for Plaza Boulevard Phase I (widening from
Highland Avenue to I-805).
Deliverables: One electronic copy of the application. Conceptual exhibit and traffic analysis
for Plaza Boulevard Phase I widening.
information Provided By Client
We shall be entitled to rely on the completeness and accuracy of all information provided by
the Client. The Client shall provide all information requested by KHA during the project,
this shall include:
• Accident data
• Previous grant Tiger II application listed above in Task 1.1
• Conceptual drawings from the previous application
Schedule
We will provide our services as expeditiously as practicable to meet a mutually agreed upon
schedule. The applications are due to Caltrans by May 256, 2011.

Fee and Billing
Consultant will perform the Scope of Services for a not -to -exceed fee of $3,500 based on the
attached rate schedule. All permitting, application, and similar project fees will be paid
directly by the City as needed.
Fees will be invoiced monthly based upon the percentage of services performed as of the
invoice date. Payment will be due within 30 days of the date of the invoice.
