The services provided will be accomplished per the existing agreement dated October 5, 2010 (Resolution No. 2010-227) between the City of National City and Kimley-Horn & Associates. for "On -Call" Professional Engineering services. This project is considered to be within the scope of services and budget of the "On -Call" agreement. December 13, 2011 Mr. Stephen Manganiello City of National City Engineering Department 1243 National City Boulevard National City, CA 91950 Re: Traffic Routing Plan for Sth Street Dear Mr. Manganiello: ■ 401 B Street Suite 600 San Diego, California 92101 Kimley-Horn and Associates ("KHA" or "Consultant") is pleased to prepare this letter agreement to the City of National City ("Client") for the preparation of a Routing Plan forregional traffic while Sth Street is under construction ("Project"). Project Understanding The City is preparing to start construction on improvement projects on 8th Street over the next few years. The projects include an undergrounding of overhead utilties and a revitalization project that will provide for wider sidewalks and a reduction in traffic capacity. The projects are anticpated to be under construction over a two year period, beginning in mid year 2012. Thus, traffic on 8`h Street will experience delays due to the construction staging. The objective of this project is to prepare a routing plan that reroutes regional traffic away from 8th Street in an effort reduce congestion on 8th Street during construction. Scope of Services Task 1 — Plan review meetings KHA will attend two plan review meetings with the City to discuss the project's rerouting of regional traffic. Mr. Stephen Manganiello, December 13, 2011, Page 2 Task 2 — Prepare Conceptual Routing Plan KHA will prepare a conceptual routing plan for review by the City. The routing plan will show locations of where project information, road closure, and temporary construction signs will be placed on 8th Street and the approaching major streets between Harbor Drive and Paradise Valley Road. It is assumed that portions of 8th Street will be open to local traffic. The intent of the routing plan is to redirect regional traffic to Plaza Boulevard which will ultimately become a six lane prime arterial and will serve as the major east -west route in National City in the future as 8th Street is redeveloped into a more pedestrian friendly corridor. The traffic signals on Plaza Boulevard were also recently retimed to provide better east -west progression along Plaza Boulevard. It is assumed that there will be one round of comments on the conceptual routing plan be the City. We will address the one round of comments and submit the final routing plan to the City. It is assumed that the City will present this routing plan to the City Council and the general public. Information and special signs will be included on the plan and will be consistent with the Manual of Uniform Traffic Control Devices (MUTCD) lettering size. The routing plan could also consider partial road closures for some segments of' 8th Street. For example, the segment of 8th Street between Roosevelt Avenue and National City Boulevard could be converted to one-way westbound. Similarly, the segment of 8th Street between Salot Street and Paradise Valley Road could be closed in both directions. Both of these options would discourage regional traffic from using 8th Street while still maintaining access to local businesses. The City would have to work with MTS to relocate any bus stops that would need to be relocated during construction. It is assumed that any coordination with Caltrans regarding placement of regional signage on freeways will be done by the City. Should KHA be required to assist the City in any coordination with Caltrans, we will complete that as an additional service. Deliverables: Electronic PDF copies of the draft and final routing plan Schedule We will provide our services as expeditiously as practicable to meet a mutually agreed upon schedule. Fee and Billing Consultant will perform the Scope of Services for a not -to -exceed fee of $6,500 based on the master rate schedule in the master agreement approved in 2010. All permitting, application, and similar project fees will be paid directly by the City as needed. Fees will be invoiced monthly based upon the percentage of services performed as of the invoice date.
